  5. Haj Management- an Overview • Ministry of External Affairs • A triad: Haj Committee of India (HCoI) State/UT Haj Committees (SHC) Consulate General of India, Jeddah (CGI) • Ministry of Civil Aviation/Health

Roles • HCoI with assistance of SHCmake arrangements for pilgrims in India • CGI looks after the Pilgrims and redresses their grievances in the Kingdom of Saudi Arabia. • M/Civil Aviationarranges for air transportation of Pilgrims and their belongings to and from KSA • M/Health arranges the vaccines

  9. Haj Committee of India • Committee in existence since 1927 • Port Haj Committee Act, 1932 • Central Haj Committee Act, 1959 • Presently Haj Committee of India Act, 2002 • Mode of journey • Ship upto 1982, • Ship & Air upto 1994, • Only by Air since 1995, 21 embarkation points

  10. Composition • Two LokSabha MPs • One RajyaSabha MP • Nine elected Members • Four ex-officio members (JS: MEA / Home/ Finance/ Civil Aviation) • Seven Government nominees: Two: Public Administration, Education, Finance Two: Women members Three: Islamic theology & law

  11. Organisation • Committee is headed by Chairman • There are two Vice-Chairmen • Chief Executive Officer (CEO) is the ex-officio Secretary to the Committee • CEO is assisted by three Deputy CEO’s • There are various sections headed by Superintendents who report to the Dy CEO’s

Functions • Preparation of Haj Action Plan • Haj announcement, application forms, guidelines • Processing of forms received through SHCs • Distribution of quota, Qurrah, Release of waitlist • Obtaining Haj Visa • Collection of amount (airfare, accommodation, forex) • State –wise Quota as per Muslim population

  16. Eligibility • Any Muslim citizen of India • Ladies to be accompanied with Mehram • Valid Machine-readable International Indian Passport (15.02.2016 -10.03.2017) • Sound physical and mental health

  17. Ban on Repeaters • “Once in a life time” Haj through HCoI • Exceptions.- -Mehram of a Female Pilgrim -Companion of 70+Pilgrims • Payment of full Airfare • Repeaters to forfeit their deposit

Application and selection • Haj Application Forms received online/through SHC • Data entry done in IHPMS • Three categories: • Reserved Category–A : 70+ Applicants with companion • Reserved Category – B : Fourth Timer Applicants • General Category • Qurrah : Priority Reserved ‘A’ 5th Timer Reserved ‘B’ General • Waiting list for selection against cancellations

Payments • Application fee Rs.300/- (non-refundable) • Total amount collected in two instalments: • Airfare • Accommodation, Transportation and services in KSA • Cash disbursement • Miscellaneous amount • Payment online, SBI/UBI, use Bank Reference number • No grant from Government to HCoI • Subsidised airfare Rs 45000/-

Two tier training programme • HCoI trains the Trainers of all States/UTs • Trainers will organize training programme in districts of their respective States • Overall supervision of EO/SHC in States • HCoI imparts training to Khadim-ul-Hujjaj, who are to facilitate the pilgrims from their State/UT

  26. Embarkation points • 21 Embarkation Points • HCoI Camp Offices for completion of booking formalities, verification of payments paid by pilgrims • Distribution of travel documents to Hajis by SHCs

Flights • Air charter arranged by M/Civil Aviation • Roughly 50% of pilgrims embark for Jeddah and another 50% of pilgrims for Madinah. • Around 400 flights spread over 30-35 days. • Flight Allotment intimation to pilgrims by SMS / Departure Intimation Card / website of HCOI. • Charter Tickets are Non-transferable • Phase I likely from 04.08.2016 to 20.08.2016 • Phase II likely from 21.08.2016 to 05.09.2016
