  5. European Parliamentary Forum How does the EP work? on population and development • Monthly cycle: group meetings, committee meetings, plenary sessions Political Groups in the European Parliament

  6. EP Committees European Parliamentary Forum on population and development • 20 Committees, 2 Sub-Committees • Legislative and Non-Legislative • Role: draw up, amend and adopt legislative proposals and non-legislative reports

European Parliamentary Forum on population and development Overview of Players (1) • Committee Chair: guide the discussion on the draft resolution and the amendments, assign speaking time • Committee Secretariat: assists the Committee Chairperson in organising the Committee's work, provide procedural advice to all Members. • Leader of political group: chairs political group sessions, acts as the group’s spokesperson, coordinates the amendments tabled by their political group and, is responsible for the overall coordination • Political advisors: provide political briefings to Members on reports, advise on the political position to adopt, assist in the preparation of amendments voting lists.

Overview of players (2) European Parliamentary Forum on population and development • Chairs of EP Working Groups: are MEPs who have taken special interest in an issue they want to advance and promote amongst their colleagues, WGs meet regularly and are cross-party. • European Commission: a COM representative usually sits in committee meetings to lay out COMs opinion on the matter • External Experts: are invited to provide an expert point of view and act as resource for a report’s theme

European Parliamentary Forum on population and development Overview of procedures (1) • Own Initiative Report: are reports on subjects which fall within the competence of a committee but on which the Parliament has not received any formal document for information or consultation. • Decision-making procedure: Initial exchange of views on the text Presentation of draft report and setting of deadline for tabling amendments Discussion on Amendments and Parliamentary Questions Vote on draft report and amendments Vote on Compromise Amendments Adoption of Report 1st COM Meeting 2nd Com Meeting 3rd Com Meeting 4th Com Meeting

  10. European Parliamentary Forum Overview of procedures (2) on population and development • Amendments: are changes to the text introduced by MEPs. Everything (except title) can be amended or deleted. • Compromise Amendments: are the 2nd level to changes in the text and can only be tabled by cross-party groups of MEPs. • Oral Amendments: Can be introduced orally by MEPs on behalf of their group before the vote on the report starts • Parliamentary Questions: are tabled by MEPs to clarify the EC or any external organisation’s position of the issue at hand • Voting Lists: are drawn up by the chairs of political groups and the pol. advisors. They indicate the rapporteur’s and group voting line on each amendment.
