Goals of the EAP • Give students an early signal of college readiness • Identify students before their senior year who need to do additional work in English and/or mathematics before entering the CSU • Collaborate with the high school community • Inform students, families, and high schools of students’ readiness for college-level work and partner with high school teachers and administrators to develop solutions • Provide 12th grade interventions • Motivate students to take needed steps in 12th grade to ensure readiness

Components of EAP The components of the CSU Early Assessment Program provide a comprehensive solution for helping students become ready for college. • 11th grade testing • Supplemental high school preparation • Teacher/administrator professional development • Parent/family communication • Preservice teacher preparation

  4. 11th Grade Testing To receive EAP results students must complete ALL sections of test • CST in English and/or mathematics (Algebra 2 or Summative High School Mathematics as appropriate) • EAP 15 multiple-choice items in English and/or mathematics • Administered with the CST • Untimed • EAP essay in English

  5. 11th Grade Testing • Determinations of readiness are based on the scoring of all sections • Portion of the CST (45-55 items) • EAP multiple-choice items (15 items) • EAP essay in English • EAP essay administration • March 1 - 31, 2011 • March 6 – 31, 2012

  6. Administering Essay/Test Security • Best if essay is administered for all students on the same day. However, administering essay on multiple days is allowed. • Please discourage students from discussing topics with other students. • All essay topics are to be returned to ETS. • Topics and completed essays are not to be photocopied, photographed, retained, or taken outside the testing room.

Test Determinations • Students are identified as • Ready for CSU or participating CCC-level courses in English or mathematics • Not yet demonstrating readiness… • In mathematics, students may also be identified as ready on a conditional basis. • They must fulfill requirements in 12th grade in order to maintain exemption from placement testing. • Students whose results indicate readiness are exempted from placement exams • English Placement Test (EPT) • Entry Level Math Exam (ELM)

  8. Releasing Test Results • Students should be encouraged to release their scores to the CSU and the CA Community Colleges • Students need to grid bubble on their answer sheet to release their scores. • Doing so allows them to retrieve their scores online and ensures that CSU/CCC admission offices receive their scores after they are admitted. • The EAP is voluntary and does not affect admission to the CSU.

EAP Test Results Available on the STAR Grade 11 Student Report • The results are on the backside of the report in the lower left-hand corner. • EAP results are not included on the CDE label with the rest of the student STAR results. • Separate EAP reports were not sent. • EAP results were sent to districts on CD Rom with STAR results. • Students can access their EAP results online (if the student filled the bubble on the score sheet) at www.collegeEAP.org

Duplicate Student Reports • Students may email requests for paper copies of reports to EAPDups@ets.org • Requests must include the following information • Full name • Date of birth • High school name and address • Year student attended 11th grade Note: EAP results are only valid for the year following high school graduation.

English-language arts Supplemental High School Preparation • Expository Reading and Writing Course for students in grades 11 and/or 12 • Emphasizes in-depth study of expository, analytical, and argumentative writing • Approved to fulfill the “b” English requirement of the UC and CSU “a-g” college entrance requirements • Intended for broad usage (not as an honors or remedial course and not necessarily tied to EAP results) • Calibrated Peer Review  online essay preparation • http://www.csuenglishsuccess.org/practice_ept_essays

Senate Bill 946 • Signed by Governor September 28, 2008 • Authorizes the System Office and community colleges to implement EAP and to access data • CCC’s to use existing EAP framework established by CSU & CDE • No new funds • Community colleges can volunteer to administer EAP • Authorizes community college districts to use EAP results for assessment and placement purposes

  20. Early Start Program • CSU Executive Order 1048 established the Early Start Program as mandated by the California State University Board of Trustees • Designed to facilitate a student’s graduation through changes in policies on fulfilling entry-level proficiencies in mathematics and English

Early Start Program • Admitted freshman who have not demonstrated proficiency in mathematics and/or English will be required to: • begin remediation prior to the term for which they have been admitted (starting Summer 2012) • demonstrate proficiency on or before the end of their first year at a CSU

  22. Early Start Program • If admitted freshmen have begun addressing deficiencies in a recognized CSU program before enrollment, they will be permitted to enroll for the term for which they have been admitted, whether they have completed remediation or not.

  23. Early Start Program • If they have not started to address a deficiency , they will not be permitted to enroll at the CSU campus of their admission unless they have applied for an exception, and the requirement has been waived due to extraordinary circumstances.

Early Start Program • Students who have not registered in a proficiency activity before the first day of the semester or term upon which they plan to matriculate, may be disenrolled from courses in their first regular semester. • This also applies if they drop and/or withdraw from the course, program, or activity and have not received an exception.

  25. Early Start Program • Deficiencies are to be determined by test scores on the Early Assessment Program (EAP), or the Entry Level Mathematics Exam (ELM) and/or the English Placement (EPT).

  26. Administration of the Early Start Program • Each campus will: • Design a program • Design an implementation plan • Begin offering Early Start Programs in summer of 2012

Programmatic Requirements • The proficiency score on the EPT (English Placement Test) will be reset from 151 to 147 (effective Summer/Fall 2011) • Proficiency scores on the SAT and ACT have been reset • SAT (Critical Reading Section): 500 • ACT (English Test): 22 • Proficiency activities will begin summer/fall 2012.

Programmatic Requirements • Recommendation that the Mathematics Council consider resetting the Entry Level Math (ELM) proficiency score • Recommend that proficiency scores on ELM and EPT be reviewed every two years • Each campus will develop its own approach to satisfy the Early Start Program to include a communication plan intended for students, parents, counselors and high school and community college administrators

Programmatic Requirements • Proficiency activities may be offered in a variety of approaches recommended by appropriate faculty and administrative leadership: • State supported summer courses • Extended Education Special Session courses • Courses offered via a coordinated program developed with regional community colleges • Summer bridge programs • Online coursework • Other best practices

Programmatic Requirements • Each campus will determine how to approach consideration of exceptions • Students who have begun and/or partially achieved proficiency in a recognized Early Start Program will have his/her status recognized by all other CSU campuses • A certification process will be utilized

Definitions • Matriculated Students • Requires that a student be enrolled in a term for which (s)he has been admitted and in courses, which will be counted towards a degree or credential • Early Entrants • Have been admitted for the fall term and are enrolled for the immediately preceding summer term in coursework that either meets degree requirements or are eligible remedial courses

  32. Financial Aid Eligibility • Matriculated students who are required to enroll in remediation shall be classified as “early entrants” • “Early Entrant” students may be eligible for federal financial aid if they meet eligibility requirements

  33. Financial Aid Eligibility • Student awards will vary based on financial need, enrollment, and other factors • Students may be eligible to receive federal Pell Grants for year round enrollment provided they meet certain unit and academic progress requirements
