  2. Respondent Group • 32 distinct BOCES • 1 BIG FIVE CSD • Diverse NYS Regions: • Buffalo & Western NY • Genesee Valley • Central • Capital • Mid-Hudson • Lower Hudson • Suffolk Primarily executives and mid-level administrators responded

  3. Delivery of Professional Development Key Finding # 1 A mix of professionals across BOCES deliver professional development

  4. Delivery of Professional Development Key Finding # 2 27% reported exclusive use of TOSA; 24% reported exclusive use of Administrators; and 15% reported exclusive use of Consultants.

  5. Delivery of Professional Development Key Finding # 3 33% report a mix of professionals are utilized within the BOCES to deliver PD.

  6. Fulfillment of Race to the Top Network Teams Key Finding # 4 To fill positions for Race to the Top Network Teams, 73% of BOCES reported the intention to hire more staff. Administrators were most commonly cited as a likely hire.

  7. Fulfillment of Race to the Top Network Teams Key Finding # 5 57% of BOCES report that legislation regarding tenure and certification has unintended consequences in the quality of PD delivery and in the formation of RTTT Network Teams

  8. Service Delivery at the Local Level Key Finding # 6 57% of BOCES explicitly express the desire for more flexibility in certification and tenure legislation. One respondent reasoned: “The more certification flexibility that a district can have, including a BOCES, the better… Please increase flexibility rather than force a choice or a one-size fits all.”

Service Delivery at the Local Level Key Finding # 6 Proposed Ideas • An “extension” certification unique to the specialty of professional development • Inclusion of professional development experience as part of the requirements for Administration Certification • A waiver for teachers who wish to work as members of Network Teams during the four years of RTTT which would allow them to keep their teacher tenure/seniority • A new tenure area in the area of professional/staff development
