Backing Young Bury • Team Bury launched its Backing Young Bury campaign in 2012 with a view to: • Increase the number of corporate apprenticeships over the next three years in line with workforce planning and external labour market intelligence • Expand the offer of work experience placements within the Council • Promote young people and apprenticeships to local businesses – Bury College and the Work Based Learning Network • Support and add value to the Greater Manchester Commitment to Youth Employment

Backing Young Bury Bury Employment and Skills Task Group Co-ordinated effort to engage with employers and make it as easy as possible to employ a young person Sub Group to oversee and coordinate activity: • Bury Council: Communities Section Organisational Development 14 – 19 Team, Children's Services Bury Employment Support and Training, Adult Services Connexions • Jobcentre Plus • Training Provider Network • Skills Funding Agency • Bury College

GM Commitment Grant £1,100 after 26 weeks Youth Contract Funding £2,275 after 26 weeks GM Commitment Grant £600 for work experience vouchers Weekly Travel Allowance Connecting Local Provision ESF Families Provision 1:1 Support Sportivate 1 hour free motivational activity Backing Young Bury Investment Adult Learning Employability Skills Bury Employment Support and Training 1:1 Support Jobcentre Plus/WPP

Connecting Provision Activity The rationale is to work with those young people who have multiple barriers to securing employment • Care Leavers • Ex Offenders/risk of offending • From families with complex barriers/troubled families • Work Programme customers • Jobcentre Plus 6 months unemployed These young people are potentially the ones who may cost public services the most money now and in the future If successful the investment should yield a reduction in intervention costs and an increase in income tax and spend in the local economy

Backing Young Bury Challenges and Barriers Challenging our own recruitment procedure • Why do we ask for A-C Maths and English for a Waste Management Apprenticeship? • Why don’t we create apprenticeships that the young people we are working with want? Offer a wider variety not just admin posts • Creating a Flexible Recruitment Policy • Accepting work experience as a working interview

  8. Backing Young Bury Challenges and Barriers • Persuading supervisors and managers to support young people who have complex barriers • Convincing Unions that the roles are not replacement for posts under review • Challenging HR to think in a different way

Backing Young Bury Next Steps • A new intake in September 2013/consider incorporating traineeships • Alignment with Troubled Families/Add value • Investment in the model with external businesses • Establish an Employment and Skills Gateway (contribution to the Greater Manchester Apprenticeship Hub) • Promote apprenticeships and other positive destinations in schools and colleges • Prepare young people for employment (partnering with local business leaders) • Meet the skills needs of local businesses (ask them what they need) • Make it as easy as possible for businesses to recruit young people • Create the opportunities that young people want and the economy need
