This overview details the mission of our Human Resources and Campus Safety departments, devoted to serving the public safety and HR needs of our vibrant communities. Our work involves compliance with numerous federal and state regulations while managing labor relations, employee benefits, recruitment, and safety operations. With a focus on promoting a safe campus environment, our dedicated teams conduct safety inspections, emergency preparedness drills, and coordinate responses to critical incidents. We balance our responsibilities with the fiscal goals of efficiency and savings while ensuring compliance and safety for our faculty, staff, and students.

Human Resources & Campus Safety What we do
Overview • We serve the public safety and human resources needs of a pair of miniature cities, replete with banks, restaurants, hospitals, stores, hotels, fitness centers, apartments, offices, and research facilities. • Work load is driven in large part by increasing local, state, and federal regulations. Our umbrella: EPA, Joint Commission, CDC, OSHA, Health Dept., USDA, CARF, ADA, Depts. of Energy & Education, FMLA, SERB, FLSA, OFCCP, USERRA, CMS, CAP …

Human Resources, Benefits, etc. • Manage labor relations with all four unions, including collective bargaining negotiations and labor management issues (grievances, etc.) • Manage all benefit plans – medical, dental, vision, life, long-term disability, retirement, etc. • Facilitate all recruitment and hiring, plus conduct compensation studies. • 7,000 faculty and staff (3,100 in unions)
Safety and Health • Ensure compliance with all local, state, and federal safety regulations (EPA, Dept. of Energy, CDC, OSHA, Health Dept., CARF, etc.) • Res hall evacuation drills (5,000 students) 4x a year • Emergency preparedness drills, employee training, ergonomic assessments, threat management team / workplace violence prevention. • 7,000 safety inspections (ie: labs, etc.)
University Police • Proactive enforcement of all local, state and federal laws to promote a safe campus community. • Coordinate all emergency responses for all critical incidents on all three campuses (TPD, LCSO, OSP). • 40 police officers and 13 security officers. • 42,000 calls for service in 2009. • Parking Enforcement office, Rocket Patrol, Night Watch (escort service), and key control.
Police Activity (a snapshot) • Door unlocks – 5,200 • Traffic stops – 2,200 • Motorist assistance – 1,700 • Money transports – 1,500 • Fire/medical calls – 580 • Thefts – 360 • Burglar alarms – 350 • Suspicious persons – 300

Fiscal reality of HR&CS • We are an expense center. However … • $1.5M annually in negotiated health care savings. • UTPD shift coverage overtime reduction measures have saved $20,000. • Realized $15,000 savings (postage & printing) during open enrollment by directing people to the website for forms. • Adjusted police staffing levels at athletic events. Saved the Athletic Department $45,000 on 2009 MAC football games alone.
