Nje veshtrim i shkurter mbi Marredheniet nderkombetare dhe diplomacine. • Shtetet si pike referuese ne M.N. • Por edhe aktoret tjere, si Organizata Nderkombetare (OKB), regjionale (NATO) por edhe OJQ-ve dhe Kompanite dhe grupet tjera jane aktive dhe te rendesishme. • Paqja e Vestfalise (1648) dhe parimet e shtetit. • Kongres i Vjenës (1815) dhe balanci i forcave. • Lidhja e Kombeve, Konferenca e Versajes etj. • Konventa e Montevideos (1933) • Kombet e Bashkuara (1945)

  3. Zhvillimet e Diplomacise. • Diplomacia si art i negocimit dhe komunikimit është e njohur qysh nga Antika greke. • Perandoria Romake dhe ajo Osmane kishin diplomaci me konsuj, emisar etj. • Ne Mesjete qytete-shtete te Italise e zhvilluan këtë fushë veprimi. Akreditimi dhe Ambasadat. • Me lindjen e komb-shteteve moderne u krijuan edhe ministrite për pune te jashtme,ku diplomacia behet pjese e pandashme e tyre.

  4. Per politike te jashtme shtetet përdorin këto mundësi: • Forcën ushtarake, qofte permes kercenimit apo intervenimit. • Potencialin ekonomik, qofte permes investimeve apo donacioneve si joshje ose embargos dhe sanksioneve. • Diplomacinë – ne formen klasike dhe permes diplomacise publike.

Çka është diplomacia publike? • D.P dallohet prej diplomacisë klasike sepse nuk synon, ne rend te pare,bashkëpunimin, komunikimin dhe vënien e marrëdhënieve me qeveritë e huaja por veçanërisht me institucionet jo-qeveritare, organizatat dhe individët e ne vendet e huaja. • Diplomacia Publike promovon politiken e jashtme dhe interesat e shtetit përmes informimit dhe influencimit te publikut te huaj për ndonjë ceshtje te caktuar apo për imazhin e përgjithshëm te shtetit. • D.P krijon parakushte për krijim e opinionit pozitiv për politiken dhe imazhin e një shteti te caktuar.

  6. Sferat e Diplomacise Publike • Politike- Influencimi dhe Informimi prej TV-se deri te Interneti per nje teme te caktuara ose per interesa te pergjithshme nacionale. • Ekonomike- Sanksionet dhe Embargo apo promovimi i Investimeve etj. • Kulturore- Shkembimet studentore e akademike, Popkultura, Moda, Artistet, Sporti etj.

  7. Dimensionet e Diplomacise Publike • Reaktive apo brenda nje afati te shkurt kohor (ore dhe dite) • Proaktive apo afatmesme (jave dhe muaj) dhe • Afatgjate qe synon ndërtimine marrëdhënieve miqësore, qofte me nje vend dhe shoqeri te caktuar apo ne pergjithesi me opinionin boteror(me vite).

  8. Informata, Propaganda dhe D.P • Diplomacia e kohes se Internetit. Rjedha e informatave ne cdo kohe dhe nga cdo vend. • Faqet zyrtare dhe Informatat e pakufijshme ne shume gjuhe. • Diplomacia e „Blogu-t“ dhe informale. Ndikimi i shume faktoreve dhe kompleksiteti i Kontrollit.

  9. Pushteti/Fuqia e forte dhe e bute. • Fuqie e forte politike( Hard Power): • Forca Ushtarake • Potenciali Ekonomik • Fuqia e bute politike (Soft Power): • Agenda-setting; • Bashkepunimi i shumeanshem • Kultura, Arti dhe kooperimi Akademik • Diplomacia bilaterale dhe multilaterale.
