Summary Navy Postal Operations Established in mid-year 1985, the Department of the Navy established the Navy Postal Division as the centralized official mail control and metering site for all Naval activities in the Washington DC metropolitan area. The Navy Postal Support Service has the capability to cover a 200 square mile radius which includes the District of Columbia, Maryland, Northern Virginia and Philadelphia. We also have a contingency site located on a DOD secured installation. Our employees are essential personnel, so we are really working in the rain, sleet, and snow.

  15. NMPP What is the Navy Mail Partnership Program? NMPP stands for Navy Mail Partnership Program. We provide a cost reduction mail service to DON, DOD, and Government Agencies in the National Capital Region. Our mail infrastructure has the capability to support an additional 300% of mail volume. We are interested to meeting with any government agencies wanting to increase mail savings. Navy Postal will analyze your mail operation and formulate an agreement to best serve your organization. DON and its partners experience cost saving in the following areas: Presort Barcoding Consolidating Intra Area Flats and Parcels Commercial Base Shop Rate Equipment Maintenance Labor

  16. Savings Cost Savings Areas Presort Barcoding In FY14 we processed 1.8M letters on our barcode sorters. We accept mixed weight and size letter mail, verses other presort organizations do not. We have the capability to process over 10M pieces annually. Consolidating In FY14 we consolidated over 90,000 items which saved DON and our partners at least 35% vs. full rate mailings. We have the capability to add another 133,000. Intra Area We have over 960 delivery locations throughout the region. If you are a DOD agency, or within USPS PES, and have mail going to one of these sites, we will deliver that mail FREE OF CHARGE, no postage necessary. Our capacity is unlimited. Flats and Parcels We compare rates between carriers to save the maximum postage. We can process another 100,000 items for this service.

  17. Major Savings – Meters Postage Meter Consolidation The estimated FY14 cost for a production class postage meter is $19Kwith an ongoing annual maintenance fee of $6.5K. Not to mention an ongoing supply cost of $1.9K/yr. In a five year period, consolidating 30 postage meters to one Consolidated Mail Facility saved the Government $822K in annual costs for purchases, maintenance, and supplies. 30 Postage Meters CMF

  18. Major Savings – Vehicles Vehicle Consolidation When our CMF was founded there were 132 vehicles performing mail routes in the NCR. Today, we have consolidated those 132 down to 26 vehiclestoday. The FY14 GSA lease cost is $6,864.75/yr., this would give us an Annual Savings of $906,147.00. CMF 132 Vehicles 26 Vehicles

Major Savings - Other Major Cost Savings Area Equipment and Maintenance Cut cost to your equipment maintenance agreements, outgoing mail software, and associated equipment, i.e., scanners, printers, and supplies, which often require significant funding. Labor Organizations are facing a serious budget crisis, and are cutting funds from all areas. If your organization has, or will suffer from such cuts, do not allow your mail service to decline. Our Navy services can assist in providing a high quality mail service to your agency. Contingency Facility Consider our infrastructure as an off-site contingency facility. If a situation occurs at your mail facility, we could process your outgoing mail, and re-route incoming mail to our facility. This offers a huge savings compared to finding and building a separate facility.
