Port Authority – Proposed Service/Fare Proposal Key Dates (Port Authority) • PAT is facing $64 million shortfall in funding • If left unaddressed, the Port Authority will be forced to implement the following changes: • A 35% reduction in service • Fare increases • Reduction of Access services • Most routes end service @ 10PM

Carnegie Mellon Ridership vs. Proposed Service Changes • Members of the university community currently utilize 100 PAT routes • The top 20 routes accounted for 89% (836K) of the total ridership (944K) for the first six months of the current fiscal year. Three of the routes have been proposed to be eliminated impacting approximately 6% of our total ridership. • Of the above top 20 routes, only the 61B, 71A, 71D, 82, 86, Light Rail (Red Line) and P1 will continue service after 10PM.

Carnegie Mellon Ridership vs. Proposed Service Changes • Members of the university community currently utilize 100 PAT routes • The above routes, ranked between 21 - 40 in ridership, accounted for 6.4% (61K) of the total ridership (944K) for the first six months of the current fiscal year. Six of the routes have been proposed to be eliminated impacting approximately 1.4% of our total ridership. • Of the above 20 routes, only the 51, G2, 91, 16 and 08 will continue service after 10PM.

Five of the routes have been proposed to be eliminated impacting approximately .7% of our total ridership. • None of the above 20 routes will continue service after 10PM.

Thirteen of the routes have been proposed to be eliminated impacting approximately 1% of our total ridership. • Of the above 20 routes, only the 27 will continue service after 10PM.

Nineteen of the routes have been proposed to be eliminated impacting approximately .6% of our total ridership. • None of the above 20 routes will continue service after 10PM.

  18. Community Involvement Carnegie Mellon’s agreement with PAT offers access to their full transportation system and has resulted overall in a low cost per ride (approximately $.90/ride). Note: The Shuttle/Escort service is more costly on a per ride basis to operate; may offer a limited solution to certain eliminated routes. Community involvement will aid in Carnegie Mellon’s efforts to promote the importance of public transportation to the region. • Student leaders can help to inform the student body of the impact of the proposed service cuts. • Departmental managers should make sure that staff are well informed of the proposed service cuts. • Many community members submitted comments to the Port Authority during the open commentary period. (February 5 - March 9, 2012) • a • Students, with the assistance of Student Affairs and Government Relations, are organizing an early April trip to Harrisburg to discuss their concerns • For students, join with students from other institutions to form a concerted voice. • Visit stoppatcuts.com, a Student Senate developed online petition. • Other/Open Discussion Ways to Get Involved

  19. Port Authority Service Agreement Update • Carnegie Mellon has had an agreement with the Port Authority since 2002. Our current agreement is set for renewal on August 1, 2012 • We have been in on going discussions with the Port Authority relating to levels service and safety concerns. • Formal negotiations began on February 23th in the offices of the Port Authority. • Topics Discussed: • 5 year term • Smart Card Adoption • PAT rate increase expectations • The University’s service concerns • Probable transition to a $/Ride contract during 5 year term. • Carnegie Mellon will present the Port Authority with a proposed agreement based upon our discussions within the next couple weeks.

Summary of Key Dates • February 5, 2012 - Public Commentary period opens with the Port Authority • February 23, 2012 – Negotiations commence with the Port Authority for new 5 year agreement • February 29, 2012 – Public Hearing • March 9, 2012 – Public Commentary period closes with the Port Authority • April 18, 2012 – Port Authority to finalize fare increases and service reductions • April 27, 2012 – Port Authority Board to vote on fare increases and service reductions • September 2, 2012 – Service reductions start • February 21 – March 9, 2012 – PA House Appropriations Committee Budget Hearings
