BACKGROUND: • In 1996, the Greater Kelly Development Corporation (GKDC) was established as a local development authority on an interim basis under the Development Corporation Act of 1979 for the development and redevelopment of Kelly Air Force Base (Kelly). • In November 1999, the City established the Greater Kelly Development Authority (GKDA) as the successor-in-interest to the GKDC pursuant to the newly enacted Senate Bill 655.

5. BACKGROUND: • In 2006, GKDA changed its name to Port Authority of San Antonio (the “Port”) dba Port San Antonio, and is established as a special district and political subdivision of the State of Texas, for the purpose of monitoring the proposed closing of Kelly. • The Port is governed by an eleven member Board of Directors, appointed by the City Council of San Antonio. • The Port is responsible for conducting comprehensive studies of all issues related to the closure, conversion, redevelopment , and future use of Kelly.

PORT’S MISSION: • Transform the former Kelly Air Force Base to the benefit of San Antonio, creating quality jobs and generating economic growth. • Vision - Create Port San Antonio as a high performance industrial airport, railport, and town center that is a quality place to live, work, play and learn.

PORT SAN ANTONIO: • The Port addresses various tenant requirements by providing an abundance of services that include: • Custodial, Special Security, Grounds Maintenance • Trash Disposal and Recycling, Catering • Construction – • Expansions, Renovations, and Build to Suit • Construction Repairs for roofing replacement projects, installation of equipment (electrical, technical, plumbing, etc.) • Professional – • Environmental, A & E, Appraisals, Accounting, Auditing • These services are also utilized by the Port in its day-to-day operations.

14. PORT SAN ANTONIO: • As a political subdivision of the State of Texas, Port San Antonio is subject to comply with – • various provisions of Chapter 378 and 271 of the Texas Local Government Code; • laws, rules and regulations for activities funded by other units of federal, state and local governments; • the Texas Open Meetings Act – Texas Government Code, Chapter 551; and • the Public Information Act, Texas Government Code, Chapter 552. • the Texas Government Code, Chapter 2254, Professional and Consulting Services, subchapter A. 15. Procurement: • In 2003, The Port Authority of San Antonio Board of Directors (BoD) adopted a Procurement Policy. • In 2007, this Policy was amended, increasing the President & CEO’s Contracting Authority.

Procurement: • Contracts valued < $20K = No Competition Required • Contracts valued > $20K, but < $200K = Minimum 2 Responses • Contracts valued > $200K = Formal Competition • This requirement applies to Contracts for – • Professional Services • Construction Services • Personal/General Services • Purchase of Materials and Equipment

SMWBE OBJECTIVES: • It is the Port’s policy to encourage involvement of qualified Small, Minority, Women-Owned Business Enterprises (SMWBE) and Local Business Enterprises in soliciting and awarding competitive contracts in accordance with the specific goals adopted by the Authority’s Board of Directors. • The Port actively promotes SMWBE certification and encourages vendors to contact the SCTRCA to obtain applicable certifications. • The Port currently has over 1,800 active vendors with the award of over 59% of contracts to Small Businesses.

SMWBE OBJECTIVES: • FY10 the Port awarded Contracts for: • Construction Services = $13.6M • $8.3M (61%) to SBE firms. • 23% awarded to MBE and WBE firms; • Professional Services = $1.8M • $ .703M (39.4%) to SBE firms. • 34% awarded to MBE and WBE firms • Pers./Gen. Services, Material & Equip. = $5.3M • $1.2M to SBE firms. • 15% awarded to MBE and WBE firms

19. SMWBE OBJECTIVES: • FY-11, as of June 2011, the Port awarded Contracts for: • Construction Services = $4.3M • $1.1M (26%) to SBE firms. • 28% awarded to MBE and WBE firms; • Professional Services/General Services = $2.5M • $ .576M (30%) to SBE firms. • 18% awarded to MBE and WBE firms

ISO CERTIFICATION: • ISO (International Organization for Standardization) • The Port has joined the ranks of the region’s entities certified by Direct Assessment Services Certification for the ISO 9001:2008 standard of the Switzerland-based International Organization for Standardization, or ISO. • The ISO 9001:2008 certification for quality management reflects the Port’s focus on following best business practices as it continues to grow as a regional industrial airport and railport. • The Port utilizes the ISO process to strengthen its relationship with its customers, and vendors. • To comply with the ISO 9001:2008 Standard, the Port is required to conduct periodical performance evaluations of its vendors.
