  3. GOALS OF THE PRTR • develop an environmental policy • cover all environmental compartments • monitor the results of the policy • report to international gremia • provide transport modelers with data • provide a contribution to risk assessment

  4. SOME PRACTICAL APPLICATIONS • identification of key sources • support reduction covenants with industrial organisations • stimulate the use of pollution free products. • calculate the load of the environment and compare with measurements • incorporate international reporting obligations

DESIGN CONSEQUENCES • essential is a GIS base, containing for instance:. • digitalised catchment areas/river basins • (digitalised sewer system areas) • ( digitalised transport and treatment structure) • (location of overflows) • labeling on national, regional and local level • tools for locating sources • address, postal code, grid program • digitalisation of main receiving waters • digitalisation of main traffic infrastructure

ORGANISATION • coordination committee with representatives from all stakeholders • working groups of experts agreeing on methods and writing protocols • taskgroups determining emissions using methods described in the protocols • yearly evaluation meeting identifying white spots • program for solving problems identified • network evaluating international reporting obligations

DATAFLOW • basic data gathered by taskgroups and evaluated using validated methods. • agreement on results by coordination committee • regionalisation by using the GIS database • incorporation into the national database. • summarised data available on internet by datawarehouse • detailed data available on request from central database. • validated emission data combined with projections in the national environmental balance • selection of data reported to international gremia.
