Background Slide 2 • Result of 10 years of work • Original tasking was: • Develop criteria for operations of two engines aeroplanes with diversion times exceeding 180mn; • Assess the impact of the increase of range of modern 2, 3 and 4 engines aeroplanes on new long haul routes, in particular in severe climate areas; • Re-arrange the provisions of GAI 20x6 (transferred into EASA AMC 20-6) according with the principles of JAR-11 (regulatory vs. advisory material); • Re-distribute material in accordance with the new regulatory context of regulation n°1592/2002; • Harmonise with FAA and ICAO; and; • Propose a regulatory impact assessment EU / US International Aviation Safety Conference 2007

Important decisions Slide 3 • Acronyms: • ETOPS: extended twin engine operations • LROPS: long range operations for 3 and 4 engines • Disconnect LROPS for ETOPS: • Due to strong concerns expressed by operators, LROPS is only proposed as an Advance NPA • Not include recovery plans for alternate airports located in severe climate areas: • Considered to be an health and safety issue that is outside the EASA remit • Responsibility of the operators as part of the air transport contract. What is EU-OPS-1 Slide 4 • Adopted on 12 December 2006 as Annex III of amended Commission regulation 3922/91: • Covers commercial air transportation by aeroplanes • Based on JAR-OPS amendment 8 • Entry into force on 16 July 2008 • Use of the transition period to upgrade it to ‘state of the art’ of JAR-OPS (i.e. up to JAR-OPS 1 Amt. 12 + JAA NPA-OPS in Amt.13 + JAA NPA-OPS close to finish within JAA RM process) • Selection of these NPAs is the result of discussion between EC, EASA and JAA • Amendments are done using the ‘commitology procedure’ (Air Safety Committee) • EU-OPS-1 will be replaced by an EASA implementing rule in due course EU / US International Aviation Safety Conference 2007

EU OPS-1 rulemaking plan Slide 5 • JAA NPA-OPS-40 extending ETOPS operations above 180 minutes has been endorsed by the Operation Sectorial Team in May 2005 and will be submitted to the Air Safety Committee for inclusion into EU-OPS-1 • Applies both to large twins and small twins (maximum take-off mass of less than 45360 kg and maximum approved passenger configuration of less than 19 passengers) • Covers only operational aspects of ETOPS • Requirements for small twins operations below 180 minutes unchanged EU / US International Aviation Safety Conference 2007

EASA rulemaking plans Slide 6 • Task MDM.001 ETOPS: • NPA scheduled for end of June affecting CS-Definitions, CS-25, CS-E, AMC to Part-M and AMC-20 • Decision scheduled for first quarter 2008 • Will cover the design and maintenance aspects of ETOPS • Will also cover guidance material for operations already endorsed by JAA Operational Sectorial Team. • Publication of an Advance-NPA to gather views and data on LROPS in 2007 • Depending on the reactions rulemaking tasks may be included into the EASA work programme EU / US International Aviation Safety Conference 2007
