Security Situation Update • Travel in Iraq entails risk • Variety of armed gunmen remain at large • Criminal elements • Regime Death Squad Members • Paramilitary forces • Foreign mercenaries • Vehicle accidents • Close interaction with HOC prior to departure is highly recommended to ensure receipt of the most recent security updates

Governance POCs: DART: Dr. Eric Rasmussen; Cell: (965) 986-1740; ericrasmussen@carebridge.org United Nations elements POCs: NGO Community Leads: Information as of 10 May 2003 • Finances • Over 9,000 Iraqi civil servants at 12 locations in Baghdad received emergency payments Friday. Personnel at 2 remaining locations were paid Saturday. • Medical • Primary concern is unpredictable power outages • Generators in use for brownouts • Secondary worry is fuel shortages • Security situation improving • Garbage collection continues • Water • Water treatment plant near airport now running • Still dependent on sporadic power, however • UXO Clearance • Humanitarian assistance UXO removal operations will begin in Baghdad in near future.

ORHA Humanitarian Assistance • DART Team visited Al-Tash Refugee Camp • Over 12000 Iranian refugees • 7000 want to return to Iran • No humanitarian crisis at this refugee camp • FEST scheduled to visit Al Hillah water plant and sewer facilities for engineering assessment • UXO clearance will begin soon in part of urban Baghdad – exact date unknown
