Proposed Objectives of Lithuania as Learning Country • By 2020 all Lithuanians of lessthan 40 yearsold are fluentlybilingual, and preferablytrilingual. • All Lithuanians of lessthan 60 yearsold are Internet proficient (not just « users ») • Generalize fun learning in Yin way • Promoteinter-generational contacts • Prepareadults for healthyaging • Have foreignersvisitLithuania to learnsomething

Proposal #1: Exchange of PracticalCompetences • Lithuanian businesses and NGOsamongthemselveswant to exchange knowledge and competences • E.g. sales people from an IT firmcan do an internship in a logistics business to broadentheirskills. • Solution: a simple time credit system where the business thataccepts an internobtainscredits for the hoursthat are spentthere. • « Idealbehavior » is to go many times throughzero balance. • Businesses with a lot of « idealbehavior » getpriority to sendtheirown staff as interns in other businesses of theirchoice. • Can bestarted as a pilot by simple agreement among businesses. • Start-up manual and open source software availablenow. • Question: whatis the mostdesirablerewardthat businesses canobtain in beinggenerous by acceptinginterns?

Proposal #2 Wellness Token System Wellness Alliance (local corporations + health insurance + community foundations + local associations + ?) • Issues & redeems tokens • Services data bank & referrals • Refers clients to service providers Wellness Tokens National money Prevention Programs e.g. Obesity reduction, Detox, etc. • Accepts tokens • Provides wellness programs • Wellness therapies • Exercise equipments • Wholesome/local foods • Transport (bicycles, taxis) Wellness Businesses

  7. Benefits and impact: • Broad promotion of „wellness“ in society in general and all participants in particular. • Pragmatic tool for a „healthy aging“ movement

Proposal #3a: A National Learning Foundation • Manages the National Learning Currency DORA • Shouldbe as much as possible a Yin-type system (bottom up) • Makesavailable to all, information agelearningtools • Organizes trips abroad for learningforeignlanguages, and exchange programs betweenforeign and Lithuanianyouth • Requires minimum DORA contributions for participation, and supplies costs in national money or otherresources

How to earn Doras?Ex: Intergenerational Learning • DORA iselectronic, mobile phone payment system • Software available in open source • Teenagers train adults in Internet proficiency • Both teenagers and adultsearn DORA • Creation of an online National Wisdom Archive • Children interview those over 80 with the question: « What have youlearned in your life thatisuseful to the 21st century? » • Bothchildren and elderlyreceive DORA, elderlycandonate DORA to someone, or a cause of theirchoice • Multimedia interviews get extra DORA • Competition for 10 « best entries » get more extra DORA, etc.

Conclusions • Lithuania invests towards 6th Kondratieff wave • The best way to shorten pain from the on-going „Big Recession“ • Without burdening the government finances! • Complementary currencies make a lot more happen with same national currency budget • Because they connect unused resources with unmet needs
