  1. Sense and Respond Logistics Forum Sense and Respond Logistics: The Compelling Need to Transform LTG C.V. Christianson Director, Logistics (J-4) Joint Staff 21 September 2006

  2. Agenda • Joint Logistics - Our Future? • Our Environment • Strategic Framework • Strategic Relationships • Road Ahead

  3. Joint Logistics What is it? The deliberate or improvised sharing of Service logistics resources to enhance synergy and reduce both redundancies and costs. Why do we need it? Because (especially during initial expeditionary activity) the Services, by themselves, seldom have sufficient capability to independently support the JFC.

  4. Joint Logistics: Sense & Respond

  5. Our Future “The future is not a result of choices among alternative paths offered by the present, but a place that is created . . . First in the mind, and then in the will. . . Next in activity. The future is not some place we are going to, but one we are creating . . .” - John Schaar, Futurist

  6. Joint Logistics – Our Mandate “Just as U.S. forces are becoming more agile and capable of rapid action and are exploiting information advantages to increase operational effectiveness, . . . processes that support them need to develop similar attributes.”- Quadrennial Defense Review, 2006

  7. The Environment - Scope 1.1 Million Pers AD, Civ, RC • Over 100,000 active suppliers • Over 30,000 DOD customers • 20 Maintenance Depots • 26 Distribution Depots • 14 Inventory Control Points • 2 Strategic Cargo Consolidation Points • 17 military sea/11 military aerial ports (CONUS) • 27 military sea/32 military aerial ports (OCONUS) $112B Annually

  8. The Environment - Attributes • Globally dispersed operations– Demands a globally-distributed concept of support • Complexity • 210 contractors with an Army Brigade; multiple supply chains; complicated tactically • Joint, Interagency, Multinational, NGOs all play; complicated politically and operationally • A new enemy – Knows that logistics gives us staying power • Unsecured LOCs – Entire logistics pipeline is a target • Resource pressure – We must become more efficient

  9. Strategic Space • Industrial base (gov’t & industry) capacity enables sustained operations • E2E processes drive efficiencies across Services, Agencies & commercial sectors • “Optimized for JFC outcomes” Strategic Space SPOD APOD SPOE APOE “The end for which a soldier is recruited, clothed, armed, and trained, the whole objective of his sleeping, eating, drinking, and marching is simply that he should fight at the right place and the right time.” Major-General Carl von Clausewitz, On War, 1832 Strategic Framework

  10. Tactical Space • “Outcome measured here” • Operational readiness gives the JFC“freedom of action” • Outcome drives optimization - from strategic to tactical (E2E) JFC Tactical Space SPOD APOD SPOE APOE Tactical Space Strategic Framework

  11. Operational Space • Where JFC integrates joint rqmts with national systems • Must optimize Service, Coalition, Agency and other capabilities • The “ESSENCE”of joint logistics JOA Operational Space SPOD APOD SPOE APOE JOA JFC Strategic Framework

  16. Measuring Success • Enterprise-wide visibility • Connectivity – 24 x 365 • Enterprise data architecture • Global focus – anything less will sub-optimize “Sense” • Unity of effort • Right authorities & capabilities • Shared awareness & processes • Same metric of success “Control” • Rapid & Precise Response • Speed • Reliability • Visibility • Efficiency “Respond”

  17. J4 Road Ahead • Integrated governance; what is the best way to facilitate quality decision-making? • Joint requirements; what capabilities and capacities do we need? • 4.0 Pubs; how will we execute joint logistics? • Strategy; where are we going in joint logistics? • J4 Reorganization; why do we have a J4? Focused on point of effect: the Joint Warfighter
