  1. Census 2011Output Content and User Consultation Joe Traynor

  2. Describe the relationships between today’s individual presentations Explain the consultation process in relation to particular topics and their inter-dependencies Aims

  3. Overview of Consultation Process • This is the start of the consultation on outputs • Census 2011 outputs • Taking on board lessons learned and suggestions from 2001 • Incorporating methodological and technological innovation

  4. Overview of Consultation Processcontd • Census 2011 outputscontd • Consultation on key decisions • Topics to be discussed with users • Timeframe for discussion • Process

  5. How today’s topics are relatedcontd Census 2011 Current Position

  6. How today’s topics are related contd Census 2011 Current Position Funding Mechanisms

  7. How today’s topics are related contd Census 2011 Current Position Output Strategy Funding Mechanisms

  8. How today’s topics are related contd Census 2011 Current Position Output Strategy Disclosure Control Funding Mechanisms

  9. How today’s topics are related contd Census 2011 Current Position Output Strategy Disclosure Control Dissemination Funding Mechanisms

  10. How today’s topics are related contd Census 2011 Current Position Output Strategy Disclosure Control Dissemination Funding Mechanisms Geography

  11. How today’s topics are related contd Census 2011 Current Position Output Strategy Disclosure Control Dissemination Funding Mechanisms Geography

  12. Consultation by Topic • Geography • Current Position • OA stability • OA alignment with Scotland • Challenge • OA re-design of statistical zones: maintain stability while addressing design problems with worst-performing OAs • Consultation • Topic • Stability vs re-design • Timeframe • Nov 2009 – March 2010 • Process • Users will be invited to identify worst-performing OAs via website • ONS Geography to evaluate the submissions and assess performance against need for stability

  13. Consultation by Topic contd • Dissemination • Current Position • Ability to produce outputs for a range of population bases • Challenge • Defining different possible population bases and the outputs that relate to them e.g. second residency base • Consultation • Topic • Requirement for multiple population bases • Timeframe • Spring 2010 • Process • ONS to define baseline set of requirements • Users invited to comment via website

  14. Consultation by Topic contd • Disclosure Control and Geography • Current Position • Misalignment of OAs with administrative boundaries • Challenge • Two exact fit geographies desired (OA and Ward) • Comparability with 2001 vs flexibility • Consultation • Topic • Exact fit or best fit to OA • Timeframe • During next six months • Process • Report on whether record-swapping can enable an exact fit solution to be delivered via website

  15. Consultation by Topic contd • Disclosure Control and Dissemination • Current Position • Assume (for now) the same level of detail will be available as in 2001 – without additivity or consistency problems • Challenge • Ensure user requirements are met, while providing sufficient disclosure control • Consultation • Topic • Users’ requirements • Timeframe • Nov / Dec 2009 – Spring 2010 • Process • Direct consultation • Iterative process • Evaluation & prioritisation • Further details in next presentation

  16. Consultation by Topic contd • Disclosure Control, Geography and Dissemination • Current Position • Potential to release standard tables and/or hypercube access to data • Challenge • Balancing technology against utility, detail and flexibility for the delivery of 2011 census data • Consultation • Topic • Users’ requirements & preferences • Timeframe • Internal research is ongoing • External consultation to begin by end of 2009 • Process • Offer users a variety of choices, based on possible delivery channels • Consult via website with examples of range of products

  17. Conclusions • Tables will be internally additive • Inter-table consistency • More information will be available • 2001-2011 comparability is a high priority • Stable geography (bearing in mind worst cases of unfit statistical zones) • Awareness, analysis and mitigation of the impact of question and response-category changes

  18. Census 2011Future consultation – statistical output specification

  19. Define statistical outputs of the 2011 census: 2001 paper-based iterative approach 2011 web-based iterative approach More detailed definitions Introduction

  20. Definition of output content • Clearly define the specification for tabular outputs that will be produced directly or via hypercubes • Specification will define relationships between 2001 and 2011 • Define the geography at which the outputs will be produced • Specification independent of output media (hypercubes and/or tabular outputs) • Allow for easy amendment/redefinition of specification in line with user needs

  21. Issues relating to defining output content • Three central issues: • Geographical base undecided (one base or two) • Dissemination media are not confirmed • Disclosure control

  22. Issues relating to Geography • Decision on one geographical base or two will not affect the definition of output content • Tables will be defined on both OA and administrative geographies irrespective of whether an exact or best fit solution is applied • If differencing is an issue then a best fit solution will be applied and no tables on an exact fit will be produced

  23. Issues relating to Dissemination Media • The development of the documentation used to consult users on the specification of outputs will allow for the production of either hypercubes or tables

  24. Timetable consultation on tabular outputs

  25. Online user consultation pack • Glossary of variables • Table to geography indicator • Spreadsheet with list of proposed tables (including links to examples) • Evaluation form to be returned via e-mail
