  3. Generally Participation Includes • All first-time test takers • All retests and EOC recovery tests • All tests for first year in a US school • Transfers • AP and IB substitute tests

  4. Counts Against Participation • Non-participants (denominator only) • VSEP tests • Non-AP, non-IB substitute tests • Tests with Non-Standard Accommodations • Any Testing Status that is not 4, 8, 9 or 10

  5. Generally Participation Excludes • Multiple tests taken by the same student in the same school year • LEP Exempt tests (English Reading only) • Tests with Testing Status 4, 8, or 9 • Lower level tests taken by the same student in the same year

Generally Performance Includes • All first-time test takers (original test OR passing retest if attempted in same school year) • Passing retests and EOC recovery tests (one per student per test per AYP year) • Passing tests for first year in a US school • Passing tests of Transfer students • AP and IB substitute tests

  7. To Make AYP • 29 indicators • 7 subgroups for Eng/Math Participation & Performance (7x4 = 28) • All Students for the Other Academic Indicator • Plus one indicator each time Safe Harbor is used

  8. To Make AYP • Too Small (TS) • Meet the AMO for the Current Year (Yes) • Meet the AMO for the 3-Yr Average (Yes) • Reduce the failure rate from the previous year - performance only (R10) • Improvement from previous year - OAI only (I)

  9. Annual Measureable Objectives • Participation – 95% • Reading –86% • Math – 85% • Attendance – 94% • OAIs (Science, History, Writing) – 70% • Graduation – 80%

  11. Reduce Failure Rate by 10% • 90% x (previous pass rate) + 10 • .9 x (69.56) + 10 • 72.604 AMO needed to satisfy Safe Harbor requirement • 75.81 > or = 72.604 Hence R10 is awarded

Generally Accreditation Includes • All first-time test takers (original test OR passing retest if attempted in same ‘test’ year) • Passing retests (one per student per test) • Passing SOA LEP and SOA Transfers • All substitute tests from the prior year • Passing recovery tests count as 2 tests

  14. Recovery Tests • Passing tests are counted as 2 tests • Gr 4 - 8 failing tests are counted as one test • EOC failing tests are excluded only if it is a RETEST • Failing Gr 8 tests taken by students working towards a Modified Standard Diploma are excluded only if it is a RETEST

Introduction to Longitudinal Data • Statewide unique identifier for every student • State Testing Id (STI) • Standardized definitions for common data elements • Standard definitions must be uniformly applied at all schools • The same data is collected at the same time every year • Needed to build historical data set • Data verification is the key to accuracy • Garbage in → Garbage out

The Student Record Collection • Collected 4 times a year • Fall → data as of Oct 1st • Spring → data as of March 31st • End of Year → data as of the last day of school • Summer → only includes summer graduates • One record per student per school per collection • Only data needed for state and federal reporting • More details are available on our web site. doe.virginia.gov Information Management (left menu)  Data Collections (right menu)  Student Record Collection (right menu)

  19. What is collected on the SRC? • Demographics • Program participation → to name a few…. • Early College Scholar/Commonwealth Scholar • AP, IB and/or ISAEP • Career and Technical Education • Gifted • PK Experience • Completion/Dropout status • Attendance Needed for FGI & GCI AYP OAI

Building a Longitudinal Data Set Graduation Completion Index SRC Table Raw SRC data - multiple records for every STI Each blue summary table includes data for the subgroups and an “as of date” Federal Graduation Indicator Virginia On-Time Grad Rate FGI & OGR cohorts are assigned during this process Cohort Snapshot Table A snapshot of the Cohort Table on a particular day “the movie poster” Cohort Table One record for each STI displaying the latest information on the student The snapshot “date” is the day before the first day of school (created after all EOY and Summer SRC data are verified but before the next FALL SRC) “the movie”

Virginia On-Time Graduation Rate (OGR) • Virginia’s official Graduation Rate • Cohort is assigned the first time a student enters 9th grade anywhere in a Virginia public school • Data is continuously updated in the Cohort table until a diploma is earned • If a Certificate or GED is earned, it can only be updated with a diploma • If a student with an IEP or in an LEP program is ACTIVE on the last day of school of the 12th grade year, the student is moved into the next cohort → “slider”

Virginia On-Time Graduation Rate (OGR) • Includes all 6 board approved diplomas as graduates • Very detailed data is available in SSWS • A Graduation Rate and a Cohort Dropout Rate are released at the same time • Dropouts include any student whose latest status is “Unconfirmed” • Transferred to another LEA but is assigned a new STI • Reported transferred to another LEA but discontinued public schooling instead

Federal Graduation Indicator (FGI) • Federal graduation calculation • Formula is an agreement between USED and VA • Is the Other Academic Indicator • Schools with a graduating class (high grade is 12) • Divisions (along with one self-selected OAI) • Based on OGR but the slider rule does not apply • Only Standard, IB & Adv Studies Diplomas • Graduation Data lags a year • Very detailed data is available in SSWS

  24. Seven ways to Meet FGI • The FGI benchmark for all subgroups is 80% • Current Yr 4-yr rate • Previous Yr 5-yr rate • Previous to that 6-yr rate • Reduce non-grad rate by 10% • 3-yr averages of the 4-yr rates, 5-yr rates and 6-yr rates

FGI data for 2011 AYP: • 2010 4-yr rate • 2009 5-yr rate • 2008 6-yr rate • Improvement = .9 x (2009 4-yr rate) + 10 • Three years of 4-yr rates (2010+2009+2008) • Three years of 5-yr rates (2009+2008+2007) • Three years of 6-yr rates (2008+2007+2006) Orange, italicized text indicates the data does not exist

Graduation Completion Index (GCI) • Standards of Accreditation calculation • Formula is outlined in the SOA • Will be an added component for state accreditation for schools with a graduating class • Based on OGR but also includes “carry over” students • All 6 board approved diplomas are graduates • Slider rule is in effect • Current cohort data will be used for Accreditation (no lagging)

Who is Included in the Index? • Adjusted Cohort: • Students defined as part of a graduating class cohort according to the Virginia On-Time Graduation Rate formula • Carry-over Students: • Students defined in a previous cohort and remained in school after their on-time year to complete high school • May be a period of no attendance between cohort year and high school completion • See handout of scenarios

  29. How are the points determined? • # diplomas * 100 • # GEDs * 75 • # Certificates of Completion * 25 • # who were active on the last day of school of expected cohort year * 70 • # who dropped out or were inactive, non-completers on the last day of school * 0

  30. Two GCI Scenarios • A student can only be counted as a graduate once • If a student earns a Modified Standard diploma in 4 years and returns to earn a Standard diploma in the 5th year, student won’t be in the next GCI • A student can only be counted as a dropout once • If a student drops out of school in the 12th grade year and returns to school in the 5th year but again drops out before completing high school, the student will only be included in the first GCI calculation • Given the above example, if the student earns a GED instead of dropping out in the 5th year, the student will only be included in the first GCI calculation
