  5. Growth Indicator Work Group Commissioner Lewis authorized establishment of a Growth Indicator Work Group with the charge to consider options for defining and measuring growth. Met in a public meeting on October 24 and November 9. Consisted of Superintendents, District Assessment Coordinators, Teachers, Principals, and a Data Specialist. Brian Gong with the Center for Assessment facilitated the discussion on the Growth Indicator. KDE:OSAA:DAAS: 2/1/2019

Growth Indicator (Elementary/Middle) • Implement new value tables based on principles and recommendations from work group. • Edit calculation to use previous year to current student performance. • Eliminate projection of student data. • No negative values. • Less than catch up, catch up, keep up and move up have been removed. Proposed Growth Indicator Value Table How to use the value table to generate a school’s growth score: For each student for whom the school is accountable for growth, use the table to find the number of points assigned for that student’s growth. Sum the numbers and divide by the number of accountable students. Round to one decimal point for reporting. KDE:OSAA:DAAS: 2/1/2019

Transition Readiness at High School • October KBE meeting introduced in first reading • FROM “completing six or more hours of KDE-approved dual credit and receiving a grade of B or higher in each course” • TO “completing six hours of KDE-approved dual credit and receiving a grade of C or higher in each course.” KDE:OSAA:DAAS: 2/1/2019

  10. Why Change? • A “C” is an appropriate expectation for a minimum standard for students to meet under transition readiness. • The letter grade “C” is an acceptable postsecondary standard and is transferable between Kentucky postsecondary institutions. KDE:OSAA:DAAS: 2/1/2019

  11. Transition Readiness at Elementary and Middle School • A composite score combining all content areas was scheduled to enter accountability in 2018-2019. • The indicator uses the same student performance data as Proficiency and Separate Academic Indicator. • Remove Transition Readiness from Elementary/Middle School.   14. Why Focus on Gap? • While all student groups have improved performance over time, higher performing groups within schools have tended to improve more. • Over time, the achievement gap in Kentucky for several student groups has continued to widen. • Including a measure of gap in the school accountability system is a way of explicitly valuing not only improvement towards proficiency on average, but at least similar improvement across all student groups.   15. Achievement Gap Closure Indicator • The original calculation for achievement gap closure includes all content areas and combined two calculations: • The federally-required identification of schools for Targeted Support and Improvement (TSI) focuses on the low performance of student groups. It provides an excellence measure and similar information as Gap to Goal. • Gap to Group focuses on the significant differences between groups. It provides an equity measure. OSAA: February 6, 2019

  16. Proposed Achievement Gap Measure • Simplify the measure to focus on Gap to Group • Measure is calculated between student demographic comparison groups and reference groups for reading and mathematics combined. • Remove as an indicator in the accountability system • Retain as a limit on the star rating • If achievement gaps are found in schools and LEAs earning a 4 or 5 star rating, the star rating will be reduced by 1 star.   17. Quality of School Climate and Safety • The Quality of School Climate and Safety Indicator shall include perception data from surveys that measure insight to the school environment. • Kentucky Board of Education will approve the measures for this indicator. • It is planned to be included in accountability in school year 2019-2020.   18. Weights and the 5-Star System • Weights are a necessary and integral part of Kentucky’s 5-star school accountability rating system. • The weights are an indication of the intended policy value/emphasis for each indicator. • The range of weights charts have created confusion. • A proposed set of exact weights are proposed for KBE review and approval.   20. Removal of Star Rating Charts • The Elementary/Middle, High, and LEA Star Rating Charts were examples of performance and are no longer needed with exact weights. They are proposed for deletion from the regulation. • Language was added to the regulation to describe the rating system. OSAA: February 6, 2019

Overall 5 Star Rating • Beginning in 2018-2019, indicators will be used to identify schools in the 5-star rating system. • Standards setting involving Kentucky educators will be held this summer to, • Develop an overall rating on the five star system • Determine indicator performance from very low to very high performance on the following indicators: proficiency in reading and mathematics, separate other academic indicator for science and social studies, growth, transition readiness, and graduation rate. Note: Quality of School Climate and Safety indicator delayed until 2019-2020. • Performance on these indicators will contribute to a school’s/district’s overall accountability rating.   25. Foreign Exchange StudentsTesting • Students will participate in all state-required testing. • Students take the assessment administered at the grade level they are enrolled in (e.g., 11th grade: The ACT) KDE:OSAA:DAAS: 2/1/2019

  26. Foreign Exchange StudentsAccountability • Students will be included in accountability calculations, if the student meets the full academic year requirement of 100-days. • Students will be included in Transition Readiness if they graduate (receive G-Code). KDE:OSAA:DAAS: 2/1/2019
