DS1 Maintenance and Repair Initiatives INITIATIVE DESCRIPTION CURRENT STATUS/ TRIAL RESULTS IMPLEMENTATION PLAN HDSL Technology Upgrades Trial legacy vs. new technology to determine impact on Failure Frequency Upgrades Complete in Trial Office Results for Trial Office Indicate 49% Improvement in Qwest July FF over Jan-June average 14 state implementation to begin 10/01/03 Chronics End to end chronics focus Continued reduction in chronic circuits Since implementation, have seen average of 8% reduction in Qwest chronic circuits 2003 over 2002 (May-July) Ongoing

Identified top problem areas. DSX-1 and DSX-3 cable grooming in progress. Will continue throughout 2004. Ongoing throughout 2004 Central Office Jumpers Identify and address root causes of jumper related failures. Identified top problem areas and enhances processes. Observed an 18% reduction in CO jumper troubles from June to September 2003. Ongoing

DS1 Maintenance and Repair Initiatives INITIATIVE DESCRIPTION CURRENT STATUS/ TRIAL RESULTS IMPLEMENTATION PLAN Copper to Fiber Migrations Groom circuits from Copper to Fiber Technology by identifying chronic trouble areas with high DS1 density Routes with highest failures and highest DS1 density identified. Cable grooming to continue into 2004. Ongoing throughout 2004 Facility Rehabilitation Focus on Chronic Designed Service reports in specific areas caused by facility problems identified by Design Service Centers. Multiple jobs identified. Multiple jobs in progress and completed. Ongoing
