  2. Recap • The WECC Board approved the revised PCC Overview of Policies and Procedures for Project Coordination Review, Project Rating Review, and Progress Reports (PCC Document). • Assignments continue

  3. Assignments • Continue to consider possible structural changes to the PCC Document on roles and responsibilities of PCC and TEPPC with respect to Project Coordination and Regional Planning. • Synergies and new responsibilities • Structural Change – 1 document, 2 documents or 3 document? • Review, clarify and streamline the Procedures for Project Rating Review within the PCC Document. The Goal is a clear process that has no duplications and will delineate between PCC and TEPPC responsibilities.

Progress To Date • Two conference calls since approval of revised PCC procedure document • Issues: • Overlaps between the responsibilities of PCC and TEPPC • Both PCC and TEPPC investigate the transmission system in the 10-year planning horizon • Implications: “Transmission Plans” from TEPPC Process – vs. transmission project coordination by sponsors in PCC Process • Cost allocation • Timing • Need tie-back to regional policies, FERC Order 890 planning, DOE requirements • Transparency and open stakeholder requirements for planning • Need a process for the Region to come to consensus on regional “Transmission Plans” • Reliability performance from PCC needs to be input into RTEP process • Need a way to examine the guidelines to reflect the TEPPC planning process • Need to streamline, simplify, and untangle the Rating Process

Two Tasks: • Review the TEPPC Planning Protocol and the PCC Procedures for Project Coordination Review (focusing on the 11 items on Project Coordination) • Overlaps? • Clarify work products and responsibilities. (Grace Anderson, Rich Bayless Scott Cauchois, John Cupparo, Bill Pascoe, Chifong Thomas, Scott Waples and Tim Wu) • Review the Phases 1, 2 and 3 (starting with Phase 1) in the PCC Document’s Procedures for Project Rating Review • Issues or difficulties with implementation • Objective is a clearer document with no duplications between PCC and TEPPC processes. (Kent Bolton, Tom Green, Kyle Kohne and Chifong Thomas) The Task Force welcomes comments

  6. Agreement: • The 11 items, as modified, will need to be completed and accepted by PCC regardless of whether a project chooses to satisfy the Project Coordination requirement through PCC or TEPPC • The WECC/TEPPC RTEP Process will produce “Transmission Plans” and Resource Scenarios as per the DOE agreement • Further discussions on the issues of overlaps in responsibilities of the two committees • Next face-to-face meeting: July 14, 2010

  7. Schedule • Jun 2010 – Progress Report • Aug 2010 – Draft White Paper to PCC • Sep 2010 – Finalize White Paper • Oct 2010/Mar 2011 – PCC Approval for Structural Changes • Dec 2010/Apr 2011 – WECC Board Approval
