Security - Responsibilities • The primary responsibility for security rests with national governments – Member States • IAEA role in developing & harmonizing policies, laws and regulations • Users/Operators are responsible for the implementation of laws, regulations and best practice obligations.

Operators need to be aware of the initiatives that are being undertaken and why • Alternative Technologies. Security is required to mitigate risk. One way to address the security requirements is to reduce source of the risk.
