  24. Commercial Enterprise Omnibus Support Services (CEOss) • Centralized business model • Principal medium for acquiring contractor support services at MCSC • Competitive, performance-based sourcing • Work is competed in one of four functional domains • ACSS manages and facilitates process • Foundation is GSA schedule

  25. CEOss Three Tiers of Competition • GSA Schedules (basic contracts) already awarded competitively to individual contractors • Contractors are initially qualified as GSA Schedule holders • Price already determined to be fair and reasonable at national level • Additional volume discounts • Reduced procurement lead time and overhead • Blanket Purchase Agreements (BPAs) enable MCSC to tailor acquisition needs • Agency specific special clauses/provisions supplement GSA schedules • Open Season awards BPAs to most qualified contractors within each domain • Task Orders competitively issued against BPAs • Peer-to-peer competitions among BPA holders within selected domain • Customers down-select from BPA teams to obtain “best value” decision/award

  26. Qualifying GSA Schedules

  27. CEOss Functional Domains align to GSA schedules • General scope of GSA offerings relate directly to the definition of CEOss functional domains • Domain definition provides the benefit of “like” services offered between the participating contractors • Services are differentiated primarily by pricing; based upon each firm’s business model and any derived efficiencies • Permits CEOss primes to develop strategies for teaming and service offerings based upon “known quantity” requirements associated with the core competencies established under their respective schedules

  28. BPA Holders and Teaming • Traditional Prime/Subcontractor teaming relationships • Subcontractors may have their own GSA schedule or map to primes GSA schedule • No limits on team size • Average # subcontractors per team = 22 • Second Tier Subs not permitted • Prime may not team with other primes in their domain but may be a subcontractor in other domains

  29. CEOss Task Orders • Performance-based • Firm-Fixed Price Labor • Cost-Reimbursable Travel/ODCs • Nominal (< 5% of task order value) • Incidental to services • Competed in domain that represents “best fit” with respect to performance capability at expected price • Up to 12 month base and two 12 month renewal options • Renewals based on satisfactory performance IAW QASP • IFF applies to all CEOss task order awards

  30. Quick Facts • Established in August 2002 • Over 1300 customers • 33 Prime Vendors and over 200 Subcontractors • Awarded Value Since Inception: ~1.7B • Annual Value of Awarded Task Orders: ~$350M • Annual Volume: ~ 200 Task Orders per year • Average time from Intake to Award: 20 Days
