The California Emergency Functions (CA-EFs) are designed to improve the state's ability to effectively mitigate, prepare for, respond to, and recover from emergencies. Collaborating state agencies and stakeholders will align their functions with disaster needs. The revised State Emergency Plan (SEP) invites local stakeholders to participate without requiring revisions to existing Emergency Operations Plans (EOPs). The CA-EF development process seeks stakeholder feedback and will ensure transparency in resource requests through the SEMS process. California Emergency Functions • California Emergency Functions (CA-EFs) are designed to be a grouping of state agencies and other stakeholders whose daily operations lend themselves to improving the State’s ability to: • effectively mitigate, • collaboratively prepare for, • cohesively respond to, and • rapidly recover from any emergency. • These stakeholders typically have similar functions that are in alignment with the most common needs of a disaster • In a response, resource requests will be handled through the SEMS process and CA-EFs will be transparent to local jurisdictions

Impact to Local Stakeholders • The revised SEP will not require a revision of existing local Emergency Operations Plans (EOPs) • Local stakeholders will not be required to align with CA-EFs, but will be invited to participate in the CA-EF development process • SEMS and mutual aid will remain unchanged • Resource requests will follow SEMS system
Stakeholder Involvement • Have met with 400+ stakeholders • Regional Meetings • Six regional focus groups (7/08) • Coordinated through OES Regional Administrators • Online Draft review and feedback: will be available in June, 2008
