CTF 152 Missions • Counter terrorism • Counter Illegal maritime practices • Defeat destabilising activity in the CTF 152 AOR • Integrate regional partners • Improve overall security and stability • Enhance regional nation capability • Respond to a full range of crises • Environmental events • Humanitarian events Deny illegal use of the maritime environment through integrated regional efforts

Challenges of the Battlespace • CTF 152 area of responsibility (AOR) is one of the most globally significant • 80% of the worlds energy reserves lie within the region • Nearly one thousand oil platforms, refineries, and terminals geographically dispersed throughout the Arabian Gulf • Constrained battlespace • Limited maneuver room • Strait of Hormuz is single chokepoint for entry and exit • Small window of opportunity in defeating a no- or short-notice attack • Resource limited • Nominally 1-2 warships in direct support of CTF 152 each day • By comparison, CTF 151 (counter-piracy) averages 10 warships in direct support daily

Infrastructure Protection: An AOR-wide Challenge • Increasing regional interest in Maritime Infrastructure Protection (MIP) • CTF 152 STAKENET series of exercises run 3-4 times per year • Last STAKENET: 16 GCC observers embarked in RFA LYME BAY and at CTF 152 spaces in Bahrain • Innovative and forward-thinking exercise development • Afloat Staging Base concept (AFSB) with Kuwait small boats • Multi-national defense of maritime infrastructure • Developed Wide-Area MIP approach • Tactics, techniques, and procedures tailored to a large area • Will validate and improve via STAKENET exercises • Several GCC states developing and broadening mission-specific infrastructure protection agencies • UAE = Critical National Infrastructure Authority • KSA = Office of Program Management-Ministry of Interior

CTF Iraqi Maritime (IM) Mission Defend Iraqi critical maritime infrastructure, in particular Khawr Al Amaya Oil Terminal (KAAOT) and Al Basra Oil Terminal (ABOT), to sustain oil export revenues to Government of Iraq Continue development of Iraqi maritime infrastructure protection forces Defend / Deter / Transition

NAVCENT MIP Symposium Topics discussed included The U.S. Global Critical Energy Infrastructure Protection Strategy 2006 – 2008 Infrastructure Security Development – Cooperative Transition (Iraq) National Infrastructure Considerations – Creating a Common Operating Picture for Effective Domain Awareness Global Situational Awareness – Threat Detection Maritime Security Operations – CTF 150 Operations Regional Security – U.S. Coast Guard Contributions Maritime Safety and Security Information System (MSSIS) – NAVCENT Update MIPS 2010 (~Mar 2010) To include a Flag/General Officer panel of regional commanders Further inform and develop a collective way ahead for regional infrastructure protection.

USS BENFOLD RFA LYME BAY MV PETER PAUL sailor with BENFOLD CMC M/V Peter Paul: 24-25 October 2009 Sailor recovered after being in the water without a floatation device for 6 hrs 45 min
