The U.S. Department of Education's Small and Under-Resourced School Division, formerly known as the Special Initiatives Unit, is committed to enhancing the administrative capabilities of Historically Black Colleges and Universities (HBCUs), Hispanic-Serving Institutions (HSIs), and Tribally-Controlled Colleges (TCCs). We aim to expand participation in Federal programs, identify unique service needs, and ensure continued engagement in Title IV programs. Our services include on-campus site visits, specialized training, fiscal operations assistance, audit resolutions, and loan default management.

Small and Under Resourced School Division We will continue to: • Provide assistance to strengthen the administrative capabilities of Historically Black Colleges and Universities, Hispanic-Serving Institutions, and Tribally-Controlled Colleges
Small and Under Resourced School Division • Expand opportunities for these institutions to participate in Federal programs • Proactively identify the unique service needs of HBCU’s, HSI’s, and TCC’s as it relates to the management of the Title IV programs
