Context • Financial context – significant changes in Government funding of Local Government • Previous growth in support to VCS in Newcastle • Internal efficiency savings in NCC (transformation) • No reduction in Grant Aid support to VCS in last 2 years but not linked to inflation • NCC has not passed on £9m of in year reductions

Principles Principles of review • Approach is not about salami slicing grant aid as this is seen as not being appropriate • New approach needs to be policy/outcome based • Based on dialogue with the VCS • Process needs to be open, transparent & consistent • Less complicated, consistent and smarter approach

  5. Approach • STEP review – cross directorate • Detailed analysis of grant aid • Look to find internal efficiencies – e.g. PCT & NCC • Recognise role of VCS in wider service delivery and how can NCC provide more effective support

  6. Scope of Review • Direct grant aid to VCS • Linkage with ABG – to be determined post CSR • Commissioning – need greater strategic overview within context of STEP reviews of services • Ward grant aid excluded

  7. Grant Aid • 8 plus separate pots • 315 grants per annum (excluding wards) • Mainly single year • Average size £24,177, range £1,000 to £300,000

  8. Grant Aid • Funds core costs inconsistently • Service focussed • Historic patterns of funding • Limited encouragement of innovation or collaboration • Not all in line with current NCC priorities – e.g. climate change

  9. Vision for Grant Aid • Despite current financial challenge, we want grant aid in Newcastle to: • Be greater than the sum of its parts • Focus on outcomes for residents – esp most vulnerable • Be used alongside other funds • Be a simple, consistent and transparent process for all

The Newcastle Fund • Single fund • Bids to look to support multiple outcomes • Single application & monitoring process • Multi year bids welcomed • Flexible enough to support emerging priorities but with scope to support core costs and ongoing projects • Make process more inclusive to widen applicant bases

  11. Challenges • Scale of fund – still to be determined • Impact on specific organisations • Timescales • Link to commissioning • Resilience of sector

  12. Next Steps • Approval to approach • Workshop with grant aid recipients • Applications open early November • Applications close 20th December • Determination re allocation February 2011
