  2. Challenge Description • NRC provides assistance and protection for the displaced and refuges • Problem: • Understanding the current situation of the displaced • Challenges: • Security for staff and beneficiaries • Access

  3. Security Assessment = Situation awareness through contacting Government, NGOs, local journalists, mullahs… • We want to understand/assess what the situation in the affected area(s) is • Conduct a Survey • Develop Questionnaire with 8-10 questions max

  4. 3 potential scenarios according to the security assessment – is access possible? • 1. YES, we can send our own local staff • 2. NO, we cannot send our local staff • 3. Some affected areas YES, some other NO

  5. FOR ALL SCENARIOS • How to conduct the survey? • 1. Paper • Pros • Easy • Cheap • Universal • Cons • Time consuming • Human error • Data lost • Storage space

  6. 2. SMS • Pros • Phones are Cheap 20 $ • Saves time • Immediate track of information • Safe data sent • Less security issue for the staff • Cons • Expensive System to run • Security in case of phone lose • Needs training • Coverage • Power Issue

Smart Phones • Requirements • Server • Database • Application Program • Training methodologies and standard Operating Procedure • Pros • No more paper • Immediate data collection and real time analysis • Cons • Safety of data and losing the phone • Cost • Technical support for more complex data analysis

SCENARIO 2: NO ACCESS SITUATION = Multi-platform/channel approach) • Option 1: Local People • Train (Paper, SMS, Smart Phone (Discrete and cheap)) • Option 2: Radio • Calling and talking about there problems • Texting their problems • Option 3: Blasting SMS • Option 4: Talk to Mullah, Shorah and other local institutions with the help of the Department of Refugee and Repatriation
