The CSF in the revised CPR proposal • Revision of Articles 2, 10-12 and 14 • Corresponding adjustments of Recitals 14, 15, 16 and 88 • A new Annex I withelements of the CSF Also: • References to Annexes changed in Art. 141, and to list of articles whichrefer to delegations of power in Art. 142

Article 2 – (1) • - Updated definition of the CSF: "the elements that provide clear strategic direction to the programming process and facilitate sectoral and territorial coordination of Union intervention under the CSF Funds with other relevant Union policies and instruments in line with the objectives and targets of the Union strategy for smart, sustainable and inclusive growth" • - Definition of 'action' added: "a type of operation to be supported by the CSF Funds to achieve the objectives of a programme"

Article 2 – (2) • - Definition of an 'indicative action of high European added value' added: • "an action which can be expected to make a significant contribution to the achievement of the targets and objectives of the Union strategy for smart, sustainable and inclusive growth and which shall act as a reference point in the preparation of programmes"

  5. ART. 10 - Purpose of the CSF clarified • "In order to promote the harmonious, balanced and sustainable development of the union, a Common Strategic Framework shall provide clearstrategic direction to the programming process and facilitate sectoral and territorial coordination of Union intervention under the CSF Funds and with other relevant Union policies and instruments in line with the objectives and targets of the Union strategy for smart, sustainable and inclusive growth."

  6. Art. 11 – Content • Art. 11 is revised to better reflect the contents of the CSF • Order of sub-paragraphs (contents) is changed • Some sub-paragraphs have been updated, for example on the arrangements to address territorial challenges and the indicative actions of high European added value (previously keyactions)

  7. Art. 12 – Specifies split of CSF elements • Annex I: Elements related to coherence and consistency with the economic policies of MS and the Union, the coordination mechanisms among the CSF Funds and with other relevant Union policies and instruments, the horizontal principles and cross-cutting policy objectives and the arrangements to address territorial challenges • The delegated act: Elements related to the establishment of indicative actions of high European added value and corresponding principles for delivery for each thematic objective and of priorities for cooperation

  8. Art. 12 - delegation of power • COM will be able to adopt amendments to Annex I by means of delegated acts Art. 14 - Content of PartnershipContract • Reference to 'key actions" is deleted in (a)(i)
