Kirtland AFB Small Business Program • FY11 small business dollars represented 62% of all AFNWC obligations. • Our FY12 goal is to better that figure. • Air Force leadership now has the attainment of the small business goal as part of their annual performance evaluations. • We are examining existing contracts with large businesses to see if they can be “broken out” to involve small businesses as prime contractors. • All of AF is subject to the Small Business Improvement Plan, published by the AF SB office in DC, to better our performance in reaching out to and awarding contracts to small businesses.

Procurement Opportunities • Comprehensive Cost and Requirements System Support for AFNWC (FY 13 2ndQtr) • Est.: $1.5M – $3.5 M – Unrestricted • The Contractor shall be required to manage the Comprehensive Cost and Requirements (CCaR) System software package that supports the unique funding, planning, and reporting requirements of the AFNWC at Kirtland AFB, NM and assist the government budget analyst with various financial management duties that are not inherently governmental. Management of the CCaR System includes, but is not limited to, database configuration, data input, reporting, training, and functional / technical support.

Procurement Opportunities • Comprehensive Cost and Requirements System Support for AF/A2 FSO (FY 13 3rdQtr) • Est.: $500K - $2M – Unrestricted • The Contractor shall be required to manage the Comprehensive Cost and Requirements (CCaR) System software package that supports the unique funding, planning, and reporting requirements of the AF/A2 FSO at Kirtland AFB, NM and assist the government budget analyst with various financial management duties that are not inherently governmental. Management of the CCaR System includes, but is not limited to, database configuration, data input, reporting, training, and functional / technical support.

Procurement Opportunities • Technical Library Service for AFRL (FY 13 3rdQtr) • Est.: $3.1M - $5.1M – Small Business • The contractor shall operate and manage a technical library to provide library and knowledge management services. The contractor shall provide all personnel, equipment, tools, materials, program management and supervision, and other items and services necessary to perform technical library support to the Phillips Research Site and its partners, Air Force Research Laboratory (AFRL), Kirtland Air Force Base (KAFB), New Mexico. Contractor tasks include, but are not limited to, the following: task and project management, administration, library collection development and management, library budgeting and acquisition management, marketing, reference, circulation, interlibrary loan, customer services and education support, electronic acquisitions, cataloging, and computer systems administration and integration.

Procurement Opportunities • Transient Aircraft Service for 377 MXS (FY 13 2ndQtr) • Est.: $1.0M – 2.0M – (8a) • Service provider shall establish and maintain a Transient Aircraft/Alert Services Management that oversees Flight line Dispatch Control, Quality Control, Foreign Object Damage and Dropped Object Prevention, Air Force Technical Order and Publications Library, Consolidated Tool Kit, Equipment Management, Environmental Protection, Supply System, and Self-Inspection. Service provider perform s services for aircraft arrival, processing, departure, special events and emergency services such as disabled aircraft recovery, fuel spills, blown tires, and hot brakes.

Procurement Opportunities • Food Service for 377 SVS (FY14 2ndQtr) • Est.: $4.2M - $6.2M – JWOD • Manage and operate Kirtland AFB military dining facility. • Base Communications Support – Current contract expires 30 Sep 14. Existing contract was a 10 year contract. New requirement will be no more than 5 years. Requirement is currently being drafted to reflect those services that will be removed. Additionally a value estimate cannot be made until the scope of services needed has been identified.
