The PAB-MDM Meeting on 02.05.2014 assessed the implementation of the Mid Day Meal Scheme (MDMS) in Andhra Pradesh, focusing on primary and upper primary schools from April to December 2013. Key findings included the poor construction rate of kitchen-cum-stores, high rates of child malnutrition (56% of a sample), and significant data mismatches in utilization reporting. Positive initiatives, such as the Green Channel Scheme and social audits, were highlighted. The meeting aimed to enhance service coverage and address construction and health check concerns.

Review of Implementation of MDMS in Andhra Pradesh (Primary + Upper Primary)(1.4.2013 to 31.12.2013) Ministry of HRD, Govt. of India
Issues • Meals are served through centralized kitchen in the schools in rural areas in Medak district where Kitchen sheds are available or there is enough space for construction of kitchen-cum-stores. • Poor rate of construction of kitchen-cum-stores (only 16% constructed). Construction work is yet to start for 54055 kitchens. • Proposal for replacement of kitchen devices not submitted. • No proposal for release of grants for LPG cylinders. • Out of a sample of 990 children, 56% were malnourished. • Huge mismatch in data on utilisation of cooking cost in AWP&B vis-à-vis MIS. • Health check-up of only 66% of enrolled children. • Non display of MDM logo and entitlements.
Best Practices • Green Channel Scheme for release of funds. • Introduction of social audit on pilot basis in 2 districts. • Coverage of children of class IX and X under mid day meal from State resources. • Creation of monitoring cell for regular review of scheme.
