Project Aim By adopting an integrated view of tourist and residents mobility, CIVITAS DESTINATIONS aims to address the problem the high seasonal mobility demand in smaller touristic destinations. In such destinations mobility is highly car dependent, and congestion and other harmful mobility impacts bloom when and where they are less desired. To show how to address this challenge, CIVITAS DESTINATIONS will implement a set of mutually reinforcing innovative mobility solutions in six urban laboratory areas.

(MAL 2.1) – Valletta Region SUMP • Objective: Introducing the concept of SUMP in Malta by drawing up a SUMP for the Valletta Region; offering the necessary guidelines for the compilation of SUMPS for other regions affected by influx of tourists. • Actions: • Baseline Document • Regional Profile • Identification of SUMP Measures • Draft SUMP Working Document • Stakeholder Consultation • SUMP Document Refined • SUMP Document Published and submitted for political approval • Dissemination of SUMP Methodology • Award Competition and implementation of winning measure • Deliverables: • SUMP for Valletta Region approved • Compilation of SUMP template and methodology to be disseminated with other Local Councils • Design and launch of Sustainable Mobility Measures Competition • One Permanent Measure implemented

(MAL 2.2) – SUMP Methodology Dissemination • Objective: Introducing the concept of SUMP in Malta by disseminating the SUMP Methodology with Local Councils falling outside the Valletta Region • Actions: • Compilation of SUMP Methodology Guidelines • Dissemination of SUMP Methodology through a series of workshops • Continuation of Award Competition for Permanent Measures • Monitoring of the Implementation of the winning measure • Deliverables: • SUMP Methodology Guidelines • 2 workshops • Competition Evaluation Report • Data Analysis Report on winning measure implemented

(MAL 4.1): Promoting e-bike sharing and car sharing • Objective: Encouraging car independent lifestyles; promotion of cycling as a mode of transport; promotion of shared transport modes • Actions: • 6.4.1: Baseline Data Collection: Identify Target Audience; Inception Survey to assess % of awareness among audience • 6.4.2: Formulation of the Campaign Message: Commission study to assess the average cost of owning a car in Malta. • 6.4.3: Compilation of a Marketing Plan • 6.4.5: Launch of Campaign including: the launch of the marketing campaign as designed and monitoring of campaign success through periodic surveys

(MAL 5.1): Valletta Last Mile Delivery of Goods • Objective: Reduce the impact of Freight transport on congestion levels and the air quality in the approach roads towards the Capital City. • Main Tasks/Investments: • Sustainable Urban Logistics Plan (SULP) compiled for Valletta City and approach roads; • Design of Pilot Project; • Implementation of Pilot; • Data collection. • Deliverables: • Incorporation of SULP in SUMP • Use of 1 energy-efficient van • Information dissemination

(MAL 6.1):Green Mobility Hotel Award • Objective: Instil a sense of sustainable travel awareness and change in travel behaviour to greener modes as part of the hotel sector. • Actions: • Creation of competition rules, terms and conditions; • Consultation and dissemination with the sector; • Information and Publicity campaign to simultaneously launch the Eco-Transport Label for Hotels • Deliverables: • Hotel Green Mobility Award Grant scheme developed • Eco/Mobility Label award structure developed and deployed • 3 hotels with a green mobility plan • 15 actions proposed in the plans

(MAL 6.2): Curbing High Polluting Vehicles from the Road • Objective: Implement Demand Management Strategies to reduce vehicular emissions • Actions: • Deployment of LEZ on the approach roads to Valletta • Creation of Emissions Alert System App • Data Collection and analysis • Outputs: • 1 Low Emission Zone tested • 1 App developed and launched

(MAL 6.3): Promoting sustainable mobility among tourists • Objective: Instilling a sustainable travel awareness among tourists and encourage a green travel behaviour during their stay. • Actions: • Development of a mobile APP • Green Credit scheme for App users (mainly tourists) • The APP will also function as a data collection tool on tourist mobility. • Outputs: • Creation of App • Launch of credit scheme for sustainable mobility for tourists

(MAL 7.1): Further integrate ferries into PT network • Objective: Encourage the Ferry Service as a reliable alternative means of transport for inner-harbour commutes • Actions: • Options Analysis: improving access between Marsamxetto Landing Site and Central Valletta • Pilot: Deployment of new Public Transport route to connect the ferry landing site to the P+R • Deliverables: • 1 New PT route developed • 2 LPG minibuses (retrofitted) • 1 Real time information panel installed at interchange ferry-minibus
