  5. MoDOT Motor Carrier Services Recent Commercial Vehicle Regulation Changes • Hours of service • February 27, 2012 – changes to the definition of on-duty time, oil field exemption, egregious violation penalty • July 1, 2013 – changes to 11-hour driving rule and 34-hour restart provision

MoDOT Motor Carrier Services MAP-21 • Hours of service exception for the transportation of agricultural commodities and supplies • Expansion of carriers and operating range • Covered Farm Vehicles • GVWR 26,000 pounds or less - exceptions from most regulations • GVWR > 26,000 pounds - exceptions from most regulations within state or 150 mile radius of farm

MoDOT Motor Carrier Services MAP-21 • Due in 2013 • July – Report from USDOT and DOD re assisting military veterans get truck driving jobs • September – 34 hour restart study • October – EOBR rule, carrier notification of driver moving violations and suspensions, national registry rule, hazardous material safety permit report, rental truck accident report, new guidelines for inspections, and new entrant driver training rule

  14. MoDOT Motor Carrier Services MAP-21 • Due in 2014 • April – written testing for new operating authority applicants • October – national clearinghouse for drug and alcohol testing results, truck size and weight study
