  2. Anti Personnel Mine Ban Convention (enter into force March 1, 1999) • Convention of the Rights of Persons with Disabilities (entered into force on 12th May 2008) • Convention on Cluster Munitions (signature on 3rd December 2008)

  3. Anti Personnel Mine Ban Convention • The Purpose: • Ban the use, production, development, acquisition and transfer of anti-personnel mines • Prohibit States Parties from assisting, encouraging or inducing anyone to engage in any activity prohibited by the Convention. • Obligations by state party: • Destroy stockpiled anti-personnel mines • Clear all areas under its jurisdiction or control • Provide an annual transparency report • Assist victims

  4. Anti Personnel Mine Ban Convention • Action by Lao PDR: • Laos has declared in 2004 its intention to access to the convention. • Laos voted in favour of UNGA Resolution on AP in 2007 and 2008

Convention of the Rights of Persons with Disabilities • The purpose: • Promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities, • Promote respect for their inherent dignity. • Obligations of State Party: • Take actions through all means but most especially through national legislation. • Identify a national focal point or focal points for the implementation • Submit a regular report on progress, the first within two years of coming into force, and thereafter every four years

  6. Convention of the Rights of Persons with Disabilities • Action by Lao PDR: • Laos signed on 15th January 2008 • In the process of ratification by the National Assembly

Convention on Cluster Munitions • The purpose: • Ban the use, production, development, acquisition, stockpile and transfer of cluster munitions • Prohibits States Parties from assisting, encouraging or inducing anyone to engage in any activity prohibited by the Convention. • Obligations of State Party: • Destroy stockpiled cluster munitions within eight years • Clear all affected areas under its jurisdiction or control • Provide an annual transparency report • Victim Assistance

  8. Convention on Cluster Munitions • Action by Lao PDR: • Laos signed on 03 December 2008 • Laos Ratified 18 March 2009 • Offer to host the First State Party Conference

Benefits International Humanitarian Treaties for UXO Sector in Laos • Article 6 of CCM (International cooperation and assistance) • Laos has the right to seek and receive assistance. • Laos can request a state party in a position to do so to provide technical, material and financial assistance to States Parties affected by cluster munitions, aimed at the implementation of the obligations of this Convention. Such assistance may be provided, inter alia, through the United Nations system, international, regional or national organisations or institutions, non-governmental organisations or institutions, or on a bilateral basis.
