Earlier history of professional body Before 1995: • Regional chambers as associations (1989) • National Federation of regional associations (1990) • voluntary membership • no delegated state tasks (license to practice from the state service) - main goal: represent the interest of the members Hannover, 14th November 2008 UEVP GA

  4. Licence to practice • Membership is obligatory for licensed practitioners • The Chamber’s task is issuing the licence and keeping the register Hannover, 14th November 2008 UEVP GA

Regional Chambers – National Professional Body • 1996 January to June • 20 regional Chambers in the 20 Counties • 1 delegate of 50 vets • 62 delegates – national general Assembly • 4-years term • 1996 election of National Presidium (Board) President, vice president and Sec.   6. 1997 - First steps • Chamber Act in force - Statute to establish • Study tours for further steps: • Code of conduct and disciplinary process • CPD Where to study? • other national professional bodies (lawyers, doctors) • National professional bodies in neighbouring countries • PHARE programme: 4-men group to 3 other countries (Denmark, Germany, UK) Hannover, 14th November 2008 UEVP GA

Establishment of codes • Code of professional principles • Code of Conduct • CPD Code obligatory CPD! • Professional titles, practitioner’s stamp • Code of National licence in specialised field • Code of weekend and night duties • Code of minimal instrumental requirements for veterinary practice, veterinary hospital • Code of pet passport (passport is printed and disseminated by the chamber!) • Code of microchipping (a veterinary task!) • Suggested veterinary minimal tariffs Hannover, 14th November 2008 UEVP GA

  8. How to change regulations? Act – Practically no changes in the last 13 years. Slight misstakes in the legal text. Corrections of those were done in the statutes. Hannover, 14th November 2008 UEVP GA

Modification of Statutes • 2/3 majority!!!! • Original: 18th Sept 1996, • Modifications: 15th Oct 1997, 5th May 1999, 8th Dec 1999, 25th April 2001, 27th Nov 2001, 12th May 2002, 9th Oct 2002, 23rd April 2003, 28th May 2003, 12 Dec 2003, 29th Jan 2004, 17th May 2004, 29th Sept 2004, 18th May 2005, 23rd June 2005, 13rd Dec 2006, 12th Dec 2007. • Last modification 28th August 2008.   10. Special Codes • CPD code: • CPD is obligatory for licensed vets • 300 credit points in 3 years • Temporal withdrawal of license! • Problems after the first period but practically no problem after the 3rd evaluation of fulfilling CPD duties Hannover, 14th November 2008 UEVP GA

Code of Conduct • 1st level – regional ethical committee • 2nd level – national Ethical committee • Punishments: - Admonition - Fine – 1-10 times the monthly minimum wage • Temporal or final withdrawal of licence to practice • Expelling from the chamber (no re-entry for 2 years!)
