  2. Provider Performance Report • An agency-specific version of the report is being sent tomorrow to all addictions treatment provider agencies funded by DAS • The report includes treatment admissions and discharge data for the period April 1, 2006 through March 31, 2007

  3. Provider Performance Report • The report includes the following data reported on the New Jersey Substance Abuse Monitoring System (NJ-SAMS): • Statewide treatment admission and discharge data for all agencies • Admission and discharge data for each agency • National Outcome Measures (NOMs) data for each modality provided by each agency compared with statewide averages for that modality

  4. Treatment Admission Data • Admission: • Primary substance of abuse/dependence • Level of care • Referral Source • Prior Treatment History • Referral Source • Education • Legal Problems • Age, race, gender • County of Residence

  5. Treatment Discharge Data • Discharge: • Level of care • Drug/Alcohol Use at Discharge • Employment Status at Discharge • Living Arrangements at Discharge • Client Goals Achieved at Discharge • Reason for Discharge • Age, race, gender • County of Residence

National Outcomes Measures Domains with Defined Provider-Level Measures Included in Current Reports Domain: Reduced Morbidity • Outcome: Abstinence from Alcohol/Drug Use • Measure: Absolute Percent change of clients not using alcohol/drugs at admission v. discharge Domain: Employment • Outcome: Increased/Retained Employment • Measure: Absolute percent change in employment status at admission v. discharge

National Outcomes Measures Domains with Defined Provider-Level Measures Included in Current Reports Domain: Crime and Criminal Justice • Outcome: Decreased Criminal Justice Involvement • Measure: Absolute percent change of client arrests in past 30 days at admission v. discharge Domain: Stability in Housing • Outcome: Increased Stability in Housing • Measure: Absolute percent change of homeless clients at admission v. discharge

National Outcomes Measures Domains with Defined Systems-Level Measures Included in Current Reports Domain: Access/Capacity • Outcome: Increased Access to Services • Measure: Unduplicated number of persons served; penetration rate - numbers served compared to those in need (statewide assessment of need, capacity, and utilization)

  12. New Jersey’s Performance • New Jersey is one of only five states reporting NOMs data within the federal data targets • States that do not meet this level of NOMs reporting are subject to penalties via a reduction in the federal substance abuse prevention and treatment block grant award

  13. New Jersey’s Performance • Statewide, New Jersey’s NOMs measures indicate positive change Our system as a whole is: • promoting abstinence from drugs and alcohol • reducing homelessness • increasing employment • reducing involvement with criminal justice

Data Accuracy and Integrity • Agency-specific data included in the reports reflects what has been entered into NJ-SAMS by your agency staff • Agencies may want to consider reviewing your internal processes for ensuring accurate data collection and entry • Technical assistance and training on the use of NJ-SAMS is available from DAS, if needed

  15. Next Steps • The outcomes data included on the forthcoming reports is rendered by level of care • DAS will be exploring specific variables, such as caseload mix, acuity, population, and geographic region served, that might be most relevant or meaningful when interpreting these data

Next Steps • DAS encourages agencies to utilize the information in these reports to focus on areas of improvement within each agency and to set individual agency performance targets for 2008 • DAS is also interested in identifying additional performance measures that will help us to evaluate performance of our treatment system as a whole, and welcomes suggestions on specific variables and additional measures to be included in future reports

  17. Next Steps • The Center for Substance Abuse Treatment (CSAT) has indicated that statewide performance on these measures will be taken into consideration in future block grant awards • Provider performance assessment is an important part of the Division’s overall effort to make data-informed decisions that are transparent to the field and to the public at large

  18. Next Steps • DAS is not sharing individual agency performance with the public at this time • We will be developing baseline information and establishing benchmarks for quality indicators that will be shared in the near future • We look forward to a continuing dialogue regarding comparability across the service system, promoting informed consumer choice, educating the public, and continuing to effect positive change for our clients
