3. 2006 European Truck Size & Weight Scan Scan Team Composition – • Multi Agency (Federal, State, University); • Multi-Disciplinary: • Truck Size and Weight; • State Permitting; • Commercial Vehicle Enforcement; • Structures; • Weigh-in-Motion; • Bonus: Report Writer Expert in Weigh-in-Motion Technologies and Applications.

4. 2006 European Truck Size & Weight Scan Investigations Conducted by the Scan Team Focused on Five Aspects of Enforcement: • Enforcement Technologies; • Enforcement Procedures and Approaches; • Unique Applications of Enforcement Data; • Public/Private Funding Approaches; • Practices to “Harmonize” Enforcement Techniques.

5. 2006 European Truck Size & Weight Scan • A “Desk Scan” was Conducted Prior to the Scan, Noteworthy European Programs Were Identified; • Six Locations Selected for Site Visits: • Slovenia [ZAG]; • Switzerland [FEDRO, EMPA]; • Germany [Toll Collect, BASt]; • Netherlands [DWW]; • Belgium [BRR]* • France [CETE EST, LCPC] * Visit included a brief meeting with officials of FEHRL.

6. 2006 European Truck Size & Weight Scan • Implementation was focus of Scan from Outset: • Scan Team expertise used to assign specific areas of focus during Scan; • Detail worksheets for note taking at each visit were designed to capture implementation priorities; • Ted Ferragut of American Trade Initiatives (ATI) assisting in technology transfer aspects of Implementation Phase. • Post-Scan, a total of 34 implementation opportunities were identified ; • Scan Team voted to focus on the delivery of the “top seven” opportunities.

8. 2006 European Truck Size & Weight Scan • “B-WIM” System • University of Alabama undertaking deployment of Cestel’s B-WIM system at pilot location; • Project funded through UTC-A • Project Oversight provided by Alabama DoT and FHWA • Instrumentation being re-deployed to second site; telecommunication issues caused problems at original site • Cestel, through Onyx Corp, providing technical assistance to Research Team • Research Team Planning a US B-WIM Workshop in early August, 2008

9. 2006 European Truck Size & Weight Scan Swiss “Heavy Goods Vehicles” (HGVs) Control Sites: • One day workshop conducted on February 19th in Phoenix, AZ • AZ DoT hosted workshop, interest in integrating technology based elements of “ HGV Control Sites” operations into Kingman project. • WA DoT participated in Workshop, interest in investigating benefits of HGV Control Site operations at international border locations. • Report on proceedings from Phoenix meeting currently being prepared and will be made available. • Swiss HGV Control Site Program also Presented to US DoT and CVSA Officials on February 21st and to AASHTO’s Subcommittee on Highway Transport (SCOHT) on February 22nd at Meetings in Washington, DC.

10. 2006 European Truck Size & Weight Scan Synthesis of “Safety Implications for Size and Weight Enforcement”: • Project Supported through UTC-Alabama; • Preliminary Findings Reflect the Lack of Substantial Quantification of “Overloading” Data Available for Studying Weight as a Safety Factor, not Unique to US. • Dr. Turner, the Principal Investigator, is presenting at HVTT Session 4(a) on Wednesday morning.

11. 2006 European Truck Size & Weight Scan Netherlands' “Effective Use of Weigh-in-Motion Data” Report Completed: • Report Prepared by Dr. Jodi Carson, TTI; • Input Received from Mr. Hans Van Saans and Mr. Hans Van Loo, DWW; • Collection, Processing, Storage and Distribution of WIM Reports Documented; • Report Available at: www.international.fhwa.dot.gov Publication No. FHWA-PL-07-028

12. 2006 European Truck Size & Weight Scan HSWIM Used in Pre-Screening for Mobile Enforcement: • FHWA’s Office of Freight Management and Operations overseeing project undertaking this task; • Cambridge Systematics, Inc. is contractor on Project; • American version of European “REMOVE Project” Lego Diagram being constructed under this project; • FMCSA’s “Smart Roadside Initiative” is included in the US Lego’s; • Interview Guide Completed with State Site Visits (FL, KY, CA) and Interviews of Select States (MN, ND, WA) Scheduled; • March, 2009 is expected completion date.

13. 2006 European Truck Size & Weight Scan NCHRP Project #20-7 – • Project Supports Marketing and Outreach for 2006 Scan Findings, linkage to S&W Technologies (CSI) Study Established; • Advanced by AASHTO Sub Committee on Highway Transport, Selected for Funding this Year; • Scan Team Reporter , Dr. Jodi Carson of TTI, Selected as Contractor; • Status: • Oversight Committee In Place, Includes AASHTO Scan Co-Leader (Committee Chair) and FHWA Implementation Scan Team Members; • Contract Has Been Executed, Work Ready to Begin.

14. 2006 European Truck Size & Weight Scan Much Done to Date, More to Do: • Behavior Based Approach to Enforcement – • Investigate FMCSA’s approach to trucking company site visits; • Understand and Put in Place Capacity to Identify “Repeat Over-loaders”; • Model Enforcement Approach to Program Undertaken by Dutch [Warn, Train, Shut Down]. • Use of WIM for Direct Enforcement – • Belgium Uses Low-Speed WIM for Writing Citations; • France Has Recently Put a Low Speed Direct Enforcement Site Into Operation; • Long Road Ahead in US: acceptance by metrological community, judicial acceptance of technology/approach, etc.
