  1. LIFE11NAT/SI/880 SLOVENE STRATEGIC APPROACH TO INTEGRATION AND FUNDING DIALOGUE BETWEEN FOREST USERS AND OWNERS FORESTS AND NATURA 2000: OPPORTUNITIES AND CHALLENGES Brussels, 13 December 2012DG AGRI Gregor Danev, B.Sc. Forestry, Management expert Coordinator of LIFE+ Nature project SI Natura 2000 Management - SI Natura 2000 Management planning for 2014-2020

  2. SI NATURA 2000 NETWORK • NATURA 2000 sites: • SPA – 26 sites (22,8 %) • SCI – 260 sites (31,6%) • Total – 35,5% 71 % in forests

  3. SLOVENE FORESTS • 60 % OF COUNTRYIS COVERED WITH FORESTS, • 50 % ARE INCLUDED IN NATURA 2000 • SUSTAINABLE, MULTIPURPOSE FOREST MANAGEMENT • FORESTRY LEGISLATION • MANAGEMENT PLANNING FOR ALL FORESTS - REGULAR MONITORING BASED ON CONTROL METHOD 3

  4. Operational Programme (2007-13) CONSERVATION MEASURES (+ investment, incentives) RELEVANT SECTORS DETAILED CONSERVATION OBJECTIVES FOR EACH NATURA 2000 SITE INTERACTIVE ATLAS Bringing answers to questions: HOW? WHAT & WHY? WHO? WHERE? Natura 2000 management programme (english): http://www.natura2000.gov.si/uploads/ tx_library/NATURA_2000-ANG-01.pdf Andrej Bibič, Ministry for the Environment and Spatial planning

  5. RULESON THE PROTECTION OF FORESTS Prescribes measures for forest ecosystem protection Operational Programme: Natura 2000 site management programme 2007-2013 • 3rd Article: • Measures for maintaining or restoring • biological balance • measures for maintaining the habitats of wild animals and • other autochthon organisms Articles 13 and 14 forest work guidelines Defined in the Articles 4-11

  8. Objectives for forest species Reference values Indicators Trends Concrete guidelines which are implemented in the Forestry Unit MP

  9. PLANNING PROCEDURE II THE INSTITUTE FOR NATURE CONSERVATION (PUBLIC BODY) SLOVENIA FOREST SERVICE (PUBLIC BODY) FOREST MANAGEMENT PLAN PARTICIPATION

  10. NATURE GUIDELINES EXAMPLES • Preservation and regeneration of natural tree species of forest associations. • Artificial regeneration of forests is to be carried out with tree species suitable for the site and only if necessary. • The following should be preserved: - at least 30% share of stands with fully-grown trees, - at least 1-3% share of dead wood mass from total growing stock Guidelines for sustainable forest management Guidelines for minority habitat type • Wood of deciduous trees cut during the increased activities by the Alpine Longhorn Beetle is to be taken out of the forest as soon as possible. • In the Capercaillie's inner zone in diameter of 250-750 m around known leks, quiet zones are to be delineated. • In the White-tailed Eagle's inner zone, quiet zones are to be provided for in diameter of 300 m from the species' known nest-sites, in which selection felling is to be carried out only from August 1st to January 1st, i.e. outside the breeding period. Guidelines for specific characteristics of some species Management limiting guidelines • Wetlands and water surfaces in the forest are to be preserved. • In the area of non-forest habitat types, grasslands located within the forest are to be preserved and overgrowing prevented. • In the areas of transitional bogs, overgrowing with pioneer tree species . • Group guideline for riparian vegetation. 10

  11. MANAGEMENT ZONES EXAMPLES Socio-economic component INTEGRATION Natura 2000 site and National park management zoning GUIDELINES FORESTRY UNIT MANAGEMENT PLAN MEASURES

  12. Results: Forestry DEVELOPMENT OF MANAGEMENT ZONES FOR FORESTRY Complex areas overlapping SAC and SPA 2011 2012 = Review and assessment 2009 2010 2008

  14. INTEGRATED MEASURES EXAMPLES Management limiting measures 14

  15. POTENTIAL CONFLICTS Management limiting measures INVOLVMENT OF FOREST OWNERS AND THEIR FORESTRY MANAGERS Habitats with specific or longer period no intervention management Measures of some species impose specific management 50% loss of population Defining ecocells with no management and ecocells with specific management 177 ha app 2,7% of total area

  16. Rules on financing and co-financing the forest investments EU National 2007-2013 2008-2013 II. period RDP 2007 – 2013 No finances for forestry environmental measures <<

  17. PROPOSAL 2014-2020 PAYMENTS FOR ECOCELLS WITH AND WITHOUTH MEASURES IN PRIVATE FORESTS TROUGH FORESTRY ENVIRONMENTAL PAYMENTS (2nd pilar of RDP) Together with forestry sector developed preliminary study (SI NATURA 2000 MANAGEMENT PROJECT) • Measures orientated into the complex Natura 2000 sites • Long-term measures – proposal 2-time • managing period (20 years) • Ecosystem approach with acknowledgement of nature • dynamics – modeling forest habitats
