INSPIRE - Introduction • The INSPIRE (Infrastructure for Spatial Information in Europe) Directive mandates all European Union Member States to share environmentally related datasets • Data should be collected once and kept where it can be maintained most effectively • The regulations apply to all public authorities in the UK who hold electronic environmental spatial data

  4. INSPIRE - Requirements • Existing spatial data must be made to conform to the INSPIRE standards and requirements • INSPIRE does not require the creation of new datasets, but when new datasets are created, they must comply with INSPIRE standards. • Each data owner is responsible for ensuring that their data complies with the INSPIRE standards.

INSPIRE Annex III – Data Owner Responsibility • Identify data owned by your organisation • Are these datasets in scope? • Have compliant (Gemini 2.1) metadata http://www.agi.org.uk/storage/standards/uk-gemini/MetadataGuidelines2.pdf%20 • Think about: • 3rd Party rights. Do not publish without permission • Community engagement

INSPIRE Annex III – Data Owner Responsibility • Phase 1: Publish data ‘as is’ and establish services: • Discovery service: metadata about published data and metadata. • View service: a picture of your data • Download services: the data itself • Phase 2 – Publishing compliant data • Publishing existing and new data in a form that complies with the INSPIRE Data Specifications

Scottish INSPIRE Discovery Service • Metadata Discovery Service • INSPIRE requires the creation and maintenance of searchable catalogues The Metadata Discovery Service provides the means for data publishers to create INSPIRE compliant metadata for datasets and services • Scottish Metadata Catalogue (SSDI) - http://scotgovsdi.edina.ac.uk/srv/en/main.home

Annex III Timeline • Timescales for data sets in Scope • For Phase 1: data in the current format • Metadata, view and download services in place by 3rd December 2013 • For Phase 2: data compliant to specifications • Download services for new data December 2015 and for existing data October 2020 • You must publish even if your data is not in the correct format does

Licensing Derived Data • For OS derived data - an exemptions process has been put in place by Ordnance Survey • Data can then licensed under the OS Open Data License - www.ordnancesurvey.co.uk/opendata/licence • Under OSMA: • Public Sector (Scotland) End User Licence INSPIRE WMS • Public Sector (Scotland) End User Licence INSPIRE http://www.ordnancesurvey.co.uk/business-and-government/licensing/index.html

High Value Datasets High value datasets can be expected to have one or more of the following traits: • The dataset is directly referenced in an INSPIRE data specification • There a high user demand for the dataset • The dataset provides an opportunity to realise a quick win • The dataset is an existing aggregation that reduces the burden on public bodies
