What is PTQCS? • PTQCS stands for the Philippine TVET Qualification and Certification System (PTQCS) • It is a quality-assured system in recognition of the attainment of competencies (knowledge, skills, attitudes and values) as referred to the competency standards set for middle-level occupation. It is the process of determining the qualification level of a person and a tool in identifying the training needs of a person with competency gaps.

Assessment & Certification • The assessment process seeks to determine whether the graduate or worker can perform to the standards expected in the workplace based on the defined competency standards. • Certification is provided to those who meets the competency standards. This ensures the productivity, quality and global competitiveness of the middle-level workers.

  5. Accreditation of competency assessment centers

Accreditation of Competency Assessment Centers (CAC) • An accredited competency assessment center (ACAC) is an establishment officially authorized to manage the assessment of candidates for national certification. • The TESDA District Director shall approve the accreditation of an applicant-assessment center within his/her area of jurisdiction upon compliance of the following requirements:

Accreditation Requirements • Letter of Intent • Copy of SEC Registration • Business Permit • Fire Safety Certificate • BIR Registration • Company Profile • Organizational Structure • Staff Complement & Profile • Self-Assessment Checklist • Building Layout/ Floor Plan/ Shop Layout • List of Equipment, Tools, Materials (identified in the Assessment Tools) • Location Map • Lease of contract (if applicable)

  8. Accreditation Fee • An accreditation fee of Php 3,000.00 per qualification shall be paid prior to the issuance of accreditation certificate. • However, this shall be waived for TESDA assessment centers • Payment of 50% of the accreditation fee shall be paid upon completion of requirements; while the remaining 50% shall be paid upon approval of the accreditation.

  9. Accreditation Arrangements • Accreditation of Assessment Centers shall be valid for two (2) years, subject to renewal or cancellation based on the results of the compliance audit conducted by TESA • Accreditation of Assessment Centers shall be by qualification • Accredited Competency Assessment Centers shall assume full responsibility for ensuring the objectivity and validity of assessment conducted in the center or in any designated assessment venue. They shall be responsible for the acts of the assigned accredited competency assessors.

Reporting System • The Registry of Workers Assessed and Certified (RWAC) shall be used for documenting the results of assessment and as basis for National Certification. • The file of each candidate for assessment shall include personal circumstances, candidates photo, education and training records, employment history, and assessment certification records

  11. Inspection / Compliance Audit • Accredited assessment centers shall grant unlimited access to TESDA staff and personnel of recognized industry partners in the conduct of inspection, monitoring, audit visits and investigation in case of complaints involving anomalous acts or malpractices.

  12. Compliance Audit • Accredited assessment centers shall be audited once a year, with the first audit scheduled one year after recognition/accreditation has been confirmed. • However, special compliance audits may be decided by the Regional Executive Committee as regards to issues/concerns on: • Customer complaints • Recurring quality problems • Report of anomalous activities

Grounds for Revocation of Accreditation The accreditation of assessment centers shall be revoked for the following: • Failure to sustain compliance with accreditation requirements • Violation of any defined procedure in the conduct of assessment • Falsification of requisite documents and/or false statements in connection with the application for accreditation

Grounds for Revocation of Accreditation • Failure to notify TESDA of any change that directly or indirectly affects assessment conditions in relation to the conditions existing during the original accreditation. • Connivance with the candidate regarding the fulfillment of assessment requirements. • Illegal exaction of fees other than those approved by the TESDA Board.

  15. Grounds for Revocation of Accreditation The National Certificate (NC) or Certificate of Competency (COC) issued to an individual shall be cancelled for the following: • Falsification or fraudulent duplication of documents • Tampering of NC/COC • Substitution of persons who took the assessment • Any other non-TESDA concerns/violations resulting to serious injury, loss of life of a person or significant damage to property and environment committed by an NC/COC-holder in the practice of his/her job.
