The Neutrality Act of 1939 • Allowed the US to sell arms to countries at war if those countries paid cash and transported the weapons on their own ships • Allowed Roosevelt to help Britain • The US was the largest industrial power in the world • Sold large numbers of rifles and machine guns to Britain • Gave Britain 50 destroyers in exchanges for leases on two military bases • The destroyers were worth a lot more • The Tripartite Pact • In part because of fear that the US would join the war, Germany signed a mutual defense treaty with Italy and Japan • Mutual defense treaty: if one countries is attacked, the others will defend it • Thought that it would keep the US out of the war
