  1. Low-Cost Safety Improvements Pooled Fund Study FUTURE DIRECTION Annual TAC Meeting,2007 Roya Amjadi FHWA, Turner-Fairbank Research Center

Objective One First: Phase III of the Low-Cost Pooled Fund Study (PFS) need to be discussed for two categories of strategies; • Leading strategies that were selected from Phases I and II and have potential to be evaluated in this phase • Strategies listed from the next selected series of NCHRP 500 volumes

  3. Objective Two Second: Select strategies that meet following criteria; • Hold most interest for the State DOTs, AND • Strategies may have been built in several locations with available Before/After data (retrospective), OR • Strategies may be studied in simulation Labs, OR • Strategies will be built by the State DOTs for evaluation (prospective).

  4. What Tool Do We Need ? Recalling what was discussed Yesterday and Today; • Phase I & II, strategies 1-8, and types of the evaluations (Before/After, retrospective), • Phase IV, strategies 9-17, and types of the evaluations (simulations), and • Information gained through the yesterday’s tour and discussion on Phase IV.

  5. Warming UP for Phase IIIIn Two Steps Due to limited time, please have in mind that we DO NOT have to decide all the strategies today. Only strategies with high ranks and feasibility will be considered. The longer list will be e-mailed to you, we will communicate, and refine our selections later.

  6. 1- Strategies selected in Phases I and IIDiscussion and Balloting Technical Advisory Committee (TAC) members may: • Provide technical information/updates, and exchange ideas on various listed strategies for (15 minutes) • Select and rank listed strategies on their appropriate balloting forms (5 minutes)

  7. 2- Strategies in NCHRP 500 Series Discussion and Balloting Technical Advisory Committee TAC members may: • Provide technical information/updates, and exchange ideas on various listed strategies for (15 min.) • Select and rank listed strategies on their appropriate balloting forms (5 min.) • Ballots will be collected at end of the hour.

  8. Strategies selected in Phases I and II • Alternating passing lanes or four-lane sections at key locations to prevent Head On crashes (I-R5) • Median barriers for narrow-width medians on multilane roads to prevent Head On crashes (I-R7) • Install profiled thermoplastic strips for centerlines (I-R11) • Narrow “buffer median” on two lane roadways (I-R12) • Increase size and letter height of roadway signs (II-R7) • Provide adequate sight distance (II-R10)

A Guide for Reducing Collisions Involving Heavy Trucks, V13 • Identify and treat truck crash roadway segments signing • Install interactive truck rollover signing • Promulgate Share the Road information through print and electronic media • Increase and strengthen truck maintenance programs and inspection performance

A Guide for Reducing Collisions Involving Heavy Trucks, V13 Continued • Perform safety consultations with carrier safety management • Promote development and deployment of truck safety technologies • Increase efficiency of use of existing parking spaces • Create additional parking spaces • Modify speed limits and increase enforcement to reduce truck and other vehicle speeds

  12. A Guide for Reducing Alcohol-Related Collisions (V16) • Conduct Regular Well-Publicized DWI Checkpoints • Enhance DWI Detection Through Special DWI Patrols and Related Traffic Enforcement

  13. A Guide for Reducing Crashes Involving Drowsy and Distracted Drivers (V14) • Implement other roadway improvements to reduce the likelihood and severity of run-off-road and/or head-on collisions • Implement roadway improvements to reduce the likelihood and severity of other types of distracted and drowsy driving crashes

  14. A Guide for Enhancing Rural Emergency Medical Services (V15) • Integrate information systems and highway safety activities • Integrate EMS systems into the Safe Communities effort • Identify and evaluate model rural EMS operations

Items forFuture Communications We need to exchange information for; • Review and discussion of various NCHRP-500 (V13, 14, 15, and16) strategies in detail for feasibility, • Providing data as objective measures of importance for strategies when possible, • Refining the list for specific strategies that hold most interests to DOTs,

  16. Items forFuture Communications • Existing sites with implemented strategies, • Available Before/After data, • States interests in building and studying strategies, • New feasible ideas, and • Related issues.
