Policy Preparation of the new conceptual and policy basis for the VET reform and modernization started in 2004-2005 with drafting of the Concept of VET and the Law on VET (adopted in 2007).
Economy • 2004- ecomomic reforms aiming at business environment improvment and growth of foreign investment; • The law is market oriented and coresponds in many aspects to the transitionl economy and new social -political conditions of Georgia
Main Goals of the VET • supply economy with the competitive cadres on the local and international labor market; • increase qualification levels; • Support population to start their own business.
Today’s Trends in the VET Reform • Development of a fexible, market oriented VET system; • Privatisation of the VET provision in oder to esteblish better links with empolyers and private sector; • State and private partnership to meet the labor market needs.
National Qualification Framework (NQF) Must sistemise: • all professions; • qualifications; • qualification levels; • occupational standards of all vocational education and training and higher profassional education.
Structure of NQF NQF will include the following elements: • Qualification levels • Level descriptors • List of professions • Occupational standards
Level Descriptors Represent a general descriprion of the learning outcome at a given level • Knowledge • Professional skills • General skills
Occupational Standards • Profession • Qualification level • Field of activity • Description of the profession • Professional knowledge, skills and general skills • Field-specific requirements • Professional standard validity
Main Achievements • NQF for VET is drafted on the basis of a model developed in the tourism sector in the ETF project; • Various stakeholders were involved in the process of its development: local and international experts, professional associations, employers, VET providers; • Market research has been conducted; • Occupational standards for 48 professions in 5 fields (turism, construction, agriculture, hospitality and health) have been prepared;
...2 • Mechanisms for stakeholder involvement has been piloted (the board, sectoral working groups, experts) • New curricula oriented on learning outcomes have been introduced; • Proposal for a ECVET has been prepared; • Rules and procedures for prior learning recognition being discussed.
Aspects that Need Modernization Social partnership • Development of the sustainable public-private partnership; • Development of the professional assossiations and their awareness.
Main Principles of NQF Establishment • Reflection of the requirements of economy, labor market, educational system and stakeholders; • Flexible and simple to understand; • Suppport of the links between national and intrnatinal systems as well as students’mobility;

ETF Contribution Draft version of the NQF for VET is based on the NQF model developed in the tourism sector in the framework of ETF; Now in tourism sector 16 occupational standads are prepared;
ETF Contribution Working document on validation of non-formal educton has been prepared. Recognition of Prior Learning must promote obtaining education in various forms in an multiple context.
