Presentation Overview • Provide an update on the steps the RET has taken to address RTEP questions raised on underage drinking • A regional analyses of underage drinking • A review of the literature / research • An initial consultation with experts • Propose a format for a regional meeting on underage drinking • Obtain input from RTEP members the topics to be addressed and the use of experts

A Regional Analyses of Underage Drinking • The majority of states within region selected underage drinking as their priority and implemented environmental strategies • Substantive additions have been made to the body of literature on underage drinking and use of environmental strategies in past 3-4 years • States are challenged in these times to transfer this technology to their workforce

State Estimates of Underage Alcohol UseComparative Analysis of States within Region Highlights More than one quarter (30.54 percent) of persons aged 12 to 20 drank alcohol in the past month here in the Northeast. Past month use of alcohol among persons aged 12 to 20 (underage use of alcohol) ranged from a low of 13.6 percent in Utah to a high of 38.3 percent in Vermont Of the 10 States with the highest rates of past month alcohol use in the nation, 6 were in the Northeast: Vermont, New Hampshire, Massachusetts, Connecticut, andRhode Island. The Use of Research by Cohort Cohorts I and II (ME, VT, NH, RI, CT) • Substantive additions to the body of literature on underage drinking and use of environmental strategies post 2006/2007 Cohort I community implementation • State and community plans and related strategies are based primarily on literature prior to 2007 • Sustainability decisions are better informed by updated information

The Use of Research by Cohort Cohorts III and IV (DE, NJ, PA, MA, MD, NY) • Body of TTA tools and products offered to these cohorts were developed for Cohort I and II states • TTA tools and products should be updated to reflect the most current literature, especially strength of effect • Potential for improvements to planning, implementation and evaluation design based on updates

Proposed Format for a Regional Event • Goal : Increase capacity of states within region to synthesize and disseminate new knowledge on effective approaches to impact underage drinking, especially use of environmental strategies. • Morning session with knowledge and technology transfer delivered by members of expert panel • Afternoon sessions will be intensive TA breakouts with experts on selected topics

RTEP Input on Topics and the Use of Experts • Assessment (Assessment of variables – i.e. social access, special populations, survey issues) • Capacity (Sustainable state, regional community Infrastructure, workforce development, community-level capacity, TTA providers • Planning (Levels of evidence for strategies with community-level change, comprehensive planning for universal, universal indirect, and selected) • Implementation (Strategies for specific populations, policy development and implementation, tracking and monitoring changes in variables) • Evaluation (Evaluation of comprehensive universal and selected programs, state-level indicators, building community level evaluation capacity)
