Biotech Center: Second Mover Advantages • Less urgency = breathing room • MCNC support’s Governor’s progressive goals • Less mobility of biotechnology firms - less emphasis on recruitment • Board of S & T Report and Legislative Research Process = deliberation and consensus-building • Builds advocates from within legislative branch • Creates common language and relevant metaphor • Identify mistakes of MCNC = learning & anticipating challenges • Listen to the universities: conduit not competitor • Board representation: diverse, not dichotomous • Reaches out to and educates the public
