  2. Its is the goal of the Budd Lake Fire Department to replace its current 1980 aerial apparatus in the year 2012. To be funded in 2011 Goal

  3. Purchased in 1980 with a current age of 30+ years of service. The apparatus was refurbished in 2000 to extend the life of the apparatus. This included, enclosing the cab, new brakes, paint, lights, small compartment addition, and refurbishment of the aerial it self. Currently, certain mechanical parts needed for the apparatus are to obtain. Brief History

  4. The apparatus chassis is a 1980 Mack (CF) chassis. Mack trucks no longer makes or provides support to major components of this chassis. Major chassis items include drive line, steering and brake components. Current Mileage Current Engine Hours Current apparatus Chassis status

  5. The current aerial device is manufactured by American LaFrance in 1980 (30+ years ago). American LaFrance currently no longer supports and carries parts for this aerial. Although, our aerial has currently passed it non-destructive test in accordance with NFPA 1911, however, it has been determined that our rail thickness for the aerial flies are at a minimum thickness, any further loss of this will require the aerial device to be placed out of service permanently. The current load capacity has reached the maximum deflection allowed by NFPA. Additionally, the current aerial will not meet the stringent standards of the new NFPA 1901 for new fire apparatus.   6. To purchase a Demo type model or second hand aerial for a replacement to or current aerial apparatus is not practical. First a demo model for aerials are not readily available. To have a demo that current built that meets the criteria needs of Mt Olive Twp. Is even more unlikely. To purchase a generic type of apparatus without full bid specifications and investigation would be wasting capital funds. The utilization of our aerial apparatus is much more than just the ladder it self. Aerial apparatus have a multitude of tasks, from suppression, rescue, Rapid Intervention Response, and Salvage/Overhaul (property conservation). To be able to maintain our current response level and capabilities a new replacement aerial needs to be properly designed for the needs of the community today and the future.   7. ISO collects information on municipal fire-protection efforts in communities throughout the United States. In each of those communities, ISO analyzes the relevant data using our Fire Suppression Rating Schedule (FSRS). We then assign a Public Protection Classification from 1 to 10. Class 1 generally represents superior property fire protection, and Class 10 indicates that the area's fire-suppression program doesn't meet ISO’s minimum criteria. By classifying communities' ability to suppress fires, ISO helps the communities evaluate their public fire-protection services. The program provides an objective, countrywide standard that helps fire departments in planning and budgeting for facilities, equipment, and training. And by securing lower fire insurance premiums for communities with better public protection, the PPC program provides incentives and rewards for communities that choose to improve their firefighting services.   8. Benefits of the PPCTM Program for Communities The PPCTM program recognizes the efforts of communities to provide fire-protection services for citizens and property owners. A community's investment in fire mitigation is a proven and reliable predicator of future fire losses. So insurance companies use PPC information to help establish fair premiums for fire insurance — generally offering lower premiums in communities with better protection. By offering economic benefits for communities that invest in their firefighting services, the program provides a real incentive for improving and maintaining public fire protection. The program also provides help for fire departments and other public officials as they plan for, budget, and justify improvements. But the most significant benefit of the PPC program is its effect on losses. Statistical data on insurance losses bears out the relationship between excellent fire protection — as measured by the PPC program — and low fire losses. By helping communities prepare to fight fires effectively, ISO’s PPC program saves lives. PUBLIC PROTECTION CLASSIFICATION

  9. Currently, ISO requires that any “response district” that has 5 buildings that3 stories or more than 35 feet in height , or with 5 buildings that have a needed fire flow greater than 3,500gpm. Both Budd Lake & Flanders Response districts meet this criteria, therefore requiring 2 aerials for the Township as a whole. If you were to eliminate one aerial apparatus or ISO rating would overall be reduced from a 4/9 to 5/9. ISO and Aerial devices specific

  10. Based upon several different criteria Mt. Olive Township’s Public Protection Class is a 4/9 or 61.3% credit out of 100% More specifically the Township’s current ISO credit for Ladder Service Companies = 4.37 (max =5) (94% for Budd Lake Aerial & 81% for Flanders Aerial) If you were to eliminate one aerial apparatus or ISO rating would overall be reduced from a 4/9 to 5/9. This will result in an increase in each insurance premiums Mt. Olive Township’s - ISO Rating

  12. Based upon a cost of $900,000.00 as a purchase price. It is determined that the cost of a new aerial apparatus would impact each taxable property owner $14.69 per year over the 10 year bond. $90,000.00 (principal) + $36,000.00 (Interest) $126,000.00 per year bond payment 8,576 taxable properties divided by the $126,000.00/yr. $14.69/year/property or $1.23/month/property This taxable property cost will be reduced over the ten year bond life Some figures obtained with assistance from Finance Department Replacement Cost analysis
