  1. Battlespace Awareness Strawman Tier 1 Definition: The ability to understand the adversary and non-combatant dispositions and intentions, operational environment’s characteristics and conditions of the operational environment, including natural and man-made effects, that enable timely, relevant comprehensive, and accurate assessments in support of national and military objectives. • Issue: Change to Tier 1 Definition • Recommendation: Approve change. Rationale: Brevity. • Issue: What exactly is “in” BA • Recommendation: Senior level resolution on blue forces and situation awareness • Issue: Planning and communicating. • Recommendation: Need a fundamental process decision. If intent is to capture planning and communication in one place, C2 and NC capture many “generic” capabilities that enable/are internal to other capabilities.

Battlespace Awareness Seams • Seam topic: Battlespace Awareness & Situational Awareness (C2 Tier 4)/Blue Forces Information • Seam with: C2 • Recommendation: Not resolved at AO level. • Bin blue forces information, BA fusion capabilities and COP/UDOP to C2. • Organic system awareness capabilities should be addressed with its associated capability (e.g. an aircraft radar, submarine sonar). • Rationale: • The BA FCB is aligned with the USD(I) CPM and is structured to manage Intelligence and environmental requirements and resources in an integrated fashion with the DNI. C2 is best equipped to manage and fuse information of from all sources. • We do not actively collect Blue Force information (ID, Status, location etc.). Blue force information is reported as directed by a C2 entity. • Recommended business rules: • Blue Force information, fusion from all sources, and employment of the resulting information belongs to C2. • Bin system specific awareness against its associated capability. When the awareness can be shared beyond the system vet with BA, C2, NC and/or others as appropriate.

Battlespace Awareness Seams • Seam topic: Dissemination and Integration & Information Transport • Seam with: NC • Recommendation: Not resolved at AO level. • Decompose/define dissemination as pertaining to ISR and environmental data only. • Rationale: Aggregation collects like functions under a single JCA but loses operational context and departs from current doctrine. Decomposition and captures information transfer functions within a capability and out to other users both internal and external. In addition, from a programming perspective aspects of intelligence dissemination are managed within the BA portfolio • Recommended business rule: Intelligence specific dissemination remains within BA in coordination with NC. • Seam topic: IO/Cyber/Network Exploit • Seam with: INF • Recommendation: Unknown if there is an issue. • Rationale: • Recommended business rule:

Battlespace Awareness Seams • Seam topic: Geospatial Intelligence vs. Geospatial Engineering • Seam with: Logistics • Recommendation: Not resolved at AO level. • Allow both to coexist as terms with recognized overlap/redundancy. • Rationale: As currently defined, “geospatial” includes the efforts and activities of both communities. • Recommended business rule: Bin engineering specific activities (i.e. topographical activities) to Logistics while BA is overall lead for geospatial.

Battlespace Awareness Tier 2 & 3 Definitions • 1.1 Intelligence, Surveillance, and Reconnaissance (ISR) Planning and Direction: The ability to synchronize and integrate the activities of collection, processing, exploitation, analysis and dissemination resources to meet information requirements of national and military decision-makers. • 1.1.1 Develop Information Requirements: The ability to translate objectives and needs into formal information requirements. • 1.1.2 Prioritize Information and Operational Requirements: The ability to develop a weighted, ranked list of information and operational requirements. • 1.1.3 Develop a Collection Strategy: The ability to determine the best approach for collecting, processing, analyzing, exploiting and disseminating data and information to address requirements. • 1.1.4 Task and Monitor Collection and PED Resources: The ability to convert requirements and collection strategies into action and track the status of accomplishment from collection through dissemination. • 1.1.5 ISR Evaluation and Feedback: The ability to continuously assess ISR operations and processes to ensure that the user’s battlespace awareness needs are being met while providing necessary loopback to improve the overall ISR process.

Battlespace Awareness Tier 2 & 3 Definitions • 1.2 Collection: The ability to obtain data and information about the operational environment. • 1.2.1 Collect Intelligence Data and Information: The ability to obtain data and information about adversaries and other entities of interest using various intelligence sources and methods. • 1.2.2 Collect Environmental Data and Information: The ability to obtain data and information about the physical environment by any means. • 1.3. Processing and Exploitation: The ability to convert collected information into forms suitable for further analysis and understanding of the battlespace. • 1.3.1 Process and Exploit Intelligence Data: The ability to convert and correlate data into a format suitable for subsequent analysis and production of intelligence or to take advantage of data that is operationally relevant and time sensitive. • 1.3.2 Process and Exploit Environmental Data: The ability to convert physical environmental data into a format suitable for subsequent analysis, production and use.

Analysis and Production: The ability to fuse, evaluate and interpret information from all sources and develop products that enable understanding of the operational environment. • 1.4.1 Intelligence Analysis and Production: The ability to fuse, evaluate, and interpret information from all sources for the purpose of making predictions, assessments and products concerning the adversary and other entities of interest. • 1.4.2 Environmental Analysis and Production: The ability to integrate, evaluate, synthesize and interpret environmental data and information from all sources to characterize the current and predict the future, state and conditions of the physical environment. • 1.5. Dissemination and Integration: The ability to deliver information and products that enable understanding of the operational environment for application to appropriate missions, tasks, and functions. • 1.5.1 Disseminate Battlespace Awareness: The ability to deliver Battlespace Awareness information and products to appropriate users. • 1.5.2 Integrate Battlespace Awareness: The ability to incorporate Battlespace Awareness capabilities to influence decision making processes and activities.
