Material Flow Control • Waste-transfer Form: • responsibility of waste producer/holder • kept for min 5 years • valid when signed by producer/holder and treater • with each shipment of hazard. waste • max 30 days after shipping non-hazardous waste • not necessary for municipal waste! • “contents”: • producer, collector/treater, carrier • type of waste, quantity, physical characteristics, type of packaging, site of origin, site of treating • date and location of handing waste over from who to whom

ANNUAL REPORTING ON WASTE MANAGEMENT • reporting till 31.03. for last calendar year by: • producer (>10 tons of non-haz. waste or/and >5 kgs of haz. waste) • collector • treater • public waste service (municipal waste) • operator of landfill • organized by Environmental Agency (EA) and Statistical Office (SO): • cooperation since 2003: • just one reporting per reporting unit • more economical data analyzing • problem: differences in quantities of waste produced/ collected/ treated between EA and SO (extrapolation of collected data to a 100% reporting response) • reporting forms send to reporting units and accessible on EA-web site(http://www.arso.gov.si/varstvo%20okolja/odpadki/obrazci/)

PRODUCER of Waste • obligation for reporting if: • > 10 tons of non-hazardous waste or/and • > 5 kgs of hazardous waste • reporting about: • type of waste (EWC code), total quantity of waste produced (quantity from last year + stock from year before that) • internal waste management: • recovery • disposal • temporary storage • waste, handed over to others: • from Slovenia (to whom) • from EU/third countries

COLLECTORof Waste • obligation for reporting, regardless of quantities collected • reporting about: • type of waste (EWC code), total quantity of waste collected (quantity from last year from Slovenia and foreign countries + stock from year before that) • management of waste collected: • temporary storage • handed over to others (treaters, collectors!) in Slovenia • handed over to non-Slovenian companies (EU, third countries)

TREATERof Waste • obligation for reporting, regardless of treated quantities • reporting about: • type of waste (EWC code), total quantity of waste collected (quantity from last year from Slovenia and foreign countries + stock from year before that) • treating of waste: • temporary storage • recovery (which R-code) • disposal (which D-code) • handed over to a collector (!)

PUBLIC WASTE SERVICE – municipal waste • obligation for reporting, regardless of collected quantities: • just EWC subgroup 15 01 and group 20 (pre-printed forms) • if collection of other waste => extra permit and separate reporting • reporting about: • total quantity of waste collected: quantity from households, industry, other public waste services • if collecting in different municipalities: total quantity of waste collected in each municipality • treating of waste: • landfilling, hazardous waste landfill, temporary storage, export • handed over for disposal/recovery (to which company) • handed over to a collector (which one) • handed over to a packaging waste scheme

OPERATOR OF LANDFILL • obligation for reporting, regardless of quantities • reporting about: • type of waste (EWC code) • total quantity of dumped waste: quantities collected by themselves (as public waste service), quantities taken over from other public waste services, quantities brought in directly by waste producers • treating of waste: • landfilling, storage • handed over for disposal/recovery: to which treater for which treating process (R/D code), export • for handed over to a collector (which one) • using waste for surface sealing of landfill • handed over to a packaging waste scheme

ANALYZING DATA • Statistical Office: • processing of data collected (=> raw analyzed data) • elimination of critical errors(checking each received report) • Environmental Agency: • analyzing data, prepared by Statistical Office • separate analysis of produced, collected and treated waste • “RESULTS”: • public information • different usage: • Environmental Indicators • supporting Environmental Ministry to prepare Operational Programs • reporting to EU about managing different waste

CONCLUSIONS • excellent reporting response (100%) for public waste services (59 reporting units) and operators of landfills (67 reporting units) • app.90% reporting response for waste producers (7443 reporting units), waste collectors (320 reporting units) andwaste treaters (215 reporting units) • problems, connected to waste producers: • avoidance of reporting obligation • public institutions, trade companies, services providing companies, … => incorrect classification of waste as mixed municipal waste (EWC: 20 03 01) leads to loosing material flow
