  2. Background The Working Group on Calibration and Validation (WGCV) was originally established in 1984. This resulted from the recognition by CEOS that calibration and validation activities should play a key role in all satellite Earth Observation missions to ensure the clear and quantitative understanding of the data they generate. Calibration: The process of quantitatively defining the system responses to known, controlled signal inputs. Validation: The process of assessing, by independent means, the quality of the data products derived from the system outputs. WGCV is one of the three CEOS working groups (WGCV, WGISS, WGEdu) that report to the CEOS/ SEC and SIT In the GEOSS era, CEOS has become the space segment of GEOSS in support of GEO. WGCV is actively engaged in both GEO and CEOS tasks. How does this work? CEOS/WGCV

In addition to the traditional objectives, the Chairs of CEOS and SIT calls for working group alignment with CEOS IP, and “A rationale and purpose for the meeting in the context of the CEOS IP & Constellations, in the spirit of WP6000 of the 2007 CEOS Work Plan “ WP6000: CONTINUED ALIGNMENT OF WG OBJECTIVES AND RESOURCES The work initiated by NASA in 2006, to strengthen linkages between the CEOS Working Groups and the efforts being planned and executed in support of the CEOS IP – through SIT and the Task Force – should be continued in 2007 and a report prepared for 21st Plenary on achievements and recommendations. A progress report should also be provided to SIT-20. Better link between strategic objectives, Plenary and WG actions Consistent with the ongoing CEOS Implementation plan WGCV Meeting Objectives

Experiment with new agenda for the meetings Two sessions: the traditional session on reports, and the WGCV contribution to GEOSS with sub-sessions Panel discussion with moderators in some sessions Invited keynote speakers, leading experts/scientists on specific issues/tasks Establish the connection between decision makers and leading experts for specific action items/tasks WGCV is changing

  6. CEOS 20th Plenary was held in Buenos Aires, Nov. 14-15, 2006. Turning CEOS into the space arm of GEO Minister of Foreign Affairs of Argentina, Jorge Taiana addressed the participants Barbara Ryan of USGS became the new CEOS chair for 2007, succeeding Conrado Varotto of CONAE Tubitak Uzay (Space Technology Research Institute of Turkey) became the latest member of CEOS Changyong Cao became the Chair of WGCV, with Vice chair Pascal Lecomte, succeeding Stephen Ungar Monthly telecons (CEOS/SEC, SIT, IPTF) Major events since WGCV26

  8. WGCV-26 Recommendation 1: Request that CEOS members ensure that all future missions include a quality assurance component, stating the accuracy of the data and all derived products. WGCV-26 Recommendation 2: CEOS requests that member space agencies coordinate efforts with existing cal/val archives and that member agencies supply the necessary resources to implement the requirement to establish uniform data protocols for collecting, archiving, and accessing validation data across Earth science disciplines. WGCV-26 Recommendation 3: CEOS requests that their operational member agencies (e.g. WMO, NOAA, EUMETSAT, USGS, etc.) devise a comprehensive cal/val plan that meets the needs of the extended (e.g. research) user community. WGCV Recommendations accepted CEOS 21th Plenary

WGCV-26 Recommendation 4: CEOS requests that all member agencies: • provide support to perform additional ground measurements for direct validation, taking advantage of already existing networks; • prepare subsets of data/products for global land product inter-comparisons, as described by CEOS/WGCV/LPV; • support the actual processing of these data sets and the dissemination of the corresponding validation results. Joint WGCV-25/WGISS-21 Request/Recommendation: Request CEOS endorsement of a joint GEO/CEOS Workshop on Cal/Val Processes (to be held in October 2007 at the GEO Secretariat in Geneva). Recommend CEOS encourage continued support by appropriate members to address issues associated with the operationalization of capabilities developed by the CEOS WTF and the ESA Cal/Val Portal. WGCV Recommendations accepted CEOS 21th Plenary

GEOSS/GEO Tasks • DA-06-02: Excellent job by Steve Ungar for providing the quarterly report and the Input to the GEO meeting in Tokyo • Major progress in GEO/CEOS Cal/Val workshop planning by P. Lecomte, M. Greening, and M. Rast • Congratulations to Marie-Claire for the safe arrival of Alexander John Greening on 18 March 2007, weighing in at 3105g.  Mother and baby are doing well and Alexander is blooming after his first week in the world.

The mechanism of the ‘CEOS Virtual Constellations’ is proposed as the basis for a process aimed at addressing these shortcomings in the international planning process for space-based Earth observations without eroding the independence of individual agencies; “At the hart of the application of the Constellations concept is the definition of a series of standards – required to be satisfied for any mission to be included in the constellation – and a process of recognition/acceptance”.   17. Atmospheric Composition - Lead: Ernest Hilsenrath (WGCV/NASA); Land Surface Imaging - Co-lead/Participation: Stephen Ungar (WGCV/NASA). WGCV has a lot more to offer to the Constellations Standards Calibration/Validation Sites (CEOS certified?) Intersatellite calibration using the SNO method WGCV Support to CEOS Constellations

CEOS/WGCV Joint Experiment • Simultaneous Nadir Overpass between EOS/Hyperion and MetOP/AVHRR • Coordination among NOAA, USGS, and NASA • The first data set was acquired at 23:47UTC on May 19, 2007. • Very useful for resolving spectral issues in the intercomparison between AVHRR and MODIS • Potentially useful for the constellations 05/19/2007 23:47:00 80.5N,211.5E Time Diff=43 Sec SZA=61.8 Deg
