    5. 1/31/2012 Construction Contractor Performance Evaluation DD2626 CCASS (Construction Contractor Appraisal Support System) Review. Contractors performances will be documented in the CCASS for contracts and task orders >$550K. For projects <$550K, we will also document contractors outstanding performance and less than satisfactory performance. For Design Build contracts, there are no separate evaluations of design subcontractors. Government will address and evaluate the design subcontractors performance in the comments section of the DD2626 and will be part of the evaluation section that addresses contractors ability to control subs.

    6. 1/31/2012 Construction Contractor Appraisal Support System A complete User Manual and other guidance can be accessed at http://www.cpars.csd.disa.mil/ PKI account is required to access CCASS. Allow enough time for the registration process. Annual cost is ~$100. Failure to obtain CCASS access will preclude contractor from any ability to comment on governments evaluation of contractors performance. Contractor has 30 days to respond to the initial evaluation.     8. 1/31/2012 Construction Quality Management CQM = CQC + QA CQM is the performance of tasks which ensure that construction is performed according to plans and specifications, on time, within a defined budget, and a safe working environment. Designer establishes the quality standards. The Contractor, in building to the quality standards in the plans and specifications, controls the quality of the work. The purpose of CQM is the Governments efforts, separate from, but in coordination and cooperation with the contactor, assure that the quality set forth in the plans and specifications is achieved. The primary function of contractor quality control (CQC) is to ensure that the completed work meets all quality requirements in the contract. Government Quality Assurance (QA), through use of reviews, and tests, assures that the CQC is working effectively and that the end product complies with the quality established by the contract.

    9. 1/31/2012 Benefits of CQM For the Government: work is performed according to the contract documents, on time, within budget, easily maintained, and in a safe working environment. For the Contractor: increased profit and production, better communication, planning, improved organizational skills and outstanding performance evaluations to obtain future contracts. For the Client/customer: effective CQM means a quality product delivered safely on time, and within budget.

    10. 1/31/2012 Control versus Inspection. Inspection is ongoing, or after-the- fact, while control is preventive. Inspection is the process by which ongoing and completed work is examined. Objective of inspection is to ensure that the work was accomplished in accordance with contract requirements Contractor has the contractual responsibilities to control construction quality and inspect the work. Control is the continual system of planning future activities.

    11. 1/31/2012 Primary Functions of QA and CQC Primary function of quality assurance is to obtain completed construction that meets all contract requirements. Primary function of CQC is the successful execution of a realistic plan to ensure that the required standards of quality construction will be met.

    12. 1/31/2012 QC Manager Lines of Authority Authority comes from an officer of the Prime Contractor. Traditionally, QC Manager reports to an officer of the company. In the future, we will look at QC Manager reporting directly to the Project Superintendent. Caveat is that if the QC Manager is not performing as required, the government will require the prime contractor to replace both the QC Manager and the Project Superintendent. For smaller (<$750K) or less complicated contracts or task orders, we will consider dual QC Manager / Superintendent role.

    13. 1/31/2012 CQC Manager Qualifications 5-10 years combined experience as Project Superintendent, QC Manager, Project Manager, Project Engineer, or Construction Manager on similar size and type of construction contracts which includes associated major trades. At least 2 years experience as a QC Manager. Must be familiar with EM385-1-1 USACE Health & Safety Requirements Manual and have experience in areas of hazard identification. Must have current CQM training. For some contracts, QC manager is required to be a licensed engineer in the United States.

    15. 1/31/2012 Government Roles and Responsibilities CM is responsible for all construction on a specific customer project. Accepts the work. ET is responsible for field QA. ACO, administrative contracting officer, is only one who can commit the government to any action. PM represents customers interests, defines the work scope, provides funding

    16. 1/31/2012 Submittals Submittals are required by the contract to regulate the timely flow of materials to be incorporated into the work. They are necessary to demonstrate that the proposed materials, etc., are in compliance with the contract. All required submittals must be provided by the contractor in time for review, approval, procurement, delivery, and performance prior to the preparatory phase. All submittals must show conformance to the Buy American Act and other trade pacts as allowed by the contract (e.g. NAFTA, NATO). Trend is to more CQC approval of submittals and forwarding to government for record purposes.

    17. 1/31/2012 Electronic Transmissions and Paperless Requirements

    18. 1/31/2012 Design Build Requirements NAVFACs policy is that 75% of all projects >$750K will be design build by 2009. Design bid build will become the exception. In DB contracts, must have design QC manager (DQCM) in place before start of design. CQC oversees DQC.

    19. 1/31/2012 Meetings Post Award Kickoff Meeting (in DB contracts). PAK meeting is called by the Governments Design Engineer to discuss design QC, design technical issues, design schedule, and other design related issues. Preconstruction Meeting is called by the Government to discuss administrative requirements Mutual Understanding Meeting is called by the Government to review CQC Plan and discuss technical requirements of the contract. QC Meeting is called by the contractor to review upcoming work and to discuss three phases of control.

    20. 1/31/2012 Three Phases of Control Three phases of control system requires the contractor to plan and schedule the work to ensure that the contractor is prepared to start each new definable feature of work. Three phases of control (preparatory, initial, follow-up) are the core of Construction Quality Control (CQM) System. When performed as outlined in the specifications, success in completing the work to comply with requirements of the contract is enhanced.

    21. 1/31/2012 Three Phases of Control Preparatory Phase. Performed prior to start of work on each definable feature of the work, DFOW, (e.g. masonry, landscaping, plumbing, interior electrical). During this phase, plans are reviewed; check to ensure materials have been approved, procured, and received; control inspections and testing have been provided for; construction procedures have been approved, and activity hazard analysis has been reviewed. Initial Phase. Performed at the start of the DFOW. During this phase, workmanship level is established, and activity hazard analysis has been reviewed. Follow-up Phase. Performed daily until the DFOW is completed. Activity hazard analysis has been reviewed.

    24. 1/31/2012 Subcontracting Prime Contractors need to control subcontractors, especially if subcontractors are big business companies. Subcontractors need to submit a Statement and Acknowledgement agreeing to all requirements placed on the prime contractor in performing the work.

    25. 1/31/2012 Labor Conform to Davis Bacon requirements: Follow established Davis Bacon Wage Hour requirements Pay workers on a weekly basis Submit weekly certified payrolls for prime contractor personnel and all subcontractors Workers are subject to random labor interviews so government can be assured that prime contractor and subcontractors are paying appropriate wages and fringe benefits. QC certifies all prime and subcontractor payroll affidavits are correct
