    51: Is this project considered a new requirement? The requirements on the EAGLE Program are in existence and have been fulfilled through a variety of vehicles. Is EAGLE the follow-on (replacement) contract for the ARMY FIRST Contract? The EAGLE Program is the successor to the Army FIRST Contract. If so, Who is the incumbent(s)? What is the contract number(s)? The incumbent contract numbers are available on the EAGLE Program website. Will all the current FIRST contract holders be qualified bidders? All contractors will be required to respond to the EAGLE Program solicitation for consideration in the Program. What is the timeline for this procurement, including rough estimates/dates for the RFP, any conferences, and an award? A draft solicitation is anticipated to be released in FY 2010 followed by a pre-solicitation conference in early FY 2011. The estimated award date is no later than January 2012.

    52: What is the expected RFP response time, once released? The response time on the final solicitation will be no less than 30 days. What provisions, if any, are included to indicate if this effort will be 100% or partly set-aside? The Government is contemplating using pools with pre-determined criteria, delineated in the solicitation, for requirements to be solicited to each as well as contemplating applying the rule of two at the task order level. Do you have a list that shows DOLs and when the conversions will occur? The list of the anticipated installations is included in the Sources Sought matrix, available at the EAGLE Program website. The Government is developing a strategy for when the EAGLE Program will be launched at each installation. Will there be any old DOL's that will be recompeted in the old DOL format? Any requirements for Food Service, Laundry, under the Simplified Acquisition Threshold (FAR 12 or 13), or currently being fulfilled by required sources of supply or service (FAR 8) are not anticipated to be fulfilled under the EAGLE Program.

    53: What will the on ramp/off ramp process be? Off-ramp determinations may be made at any option period of the basic contract and will be based off contractor performance. On-ramp determinations may be made at the five year period from Basic Contract awards. Small Businesses that have become Large Businesses will automatically move to the Full & Open pool. Any incoming contractors will be required to demonstrate similar capabilities as existing contractors. Will EAGLE have aerospace requirements? Aerospace is not anticipated to be part of the EAGLE Program. How will the current contracts be transitioned? The Government is developing a strategy for when the EAGLE Program will be launched at each installation. What will the contract be (i.e. one MATOC, 2) ? The EAGLE Program will consist of two Multiple Award Task Order Contracts (MATOCs), one for the Small Business Set Aside pool and one for the Full & Open pool.

    54: Will Aviation be included? Aviation maintenance may be included in the EAGLE Program. Will there be portions set aside for small businesses (8(a), Disabled Vets and etc)? The Government is contemplating using pools with pre-determined criteria, delineated in the solicitation, for requirements to be solicited to each as well as contemplating applying the rule of two at the task order level. There will be no additional preference given to Small Businesses sub-areas. Are there potentially other places of performance? The list of the anticipated installations is included in the Sources Sought matrix, available at the EAGLE Program website. In addition to these installations, the EAGLE Program may expand to include U.S. contingencies or to fulfill requirements of all Army customers. Are any briefings available regarding the EAGLE program? Information on the EAGLE Program is available at the EAGLE Program website at http://www.aschq.army.mil/ac/aaisdus/EAGLE.aspx

    55: Has the Government released anything other than a Source Sought notice regarding Army EAGLE opportunity? In addition to the Sources Sought notice, the Government has released the Industry Day announcement through FedBizOpps and published additional information on the EAGLE Program website. What does my company need to do to express interest in becoming a prime for our contract? All contractors will be required to respond to the solicitation once it is published. Is there an email notification list we can get on? Contractors should visit the EAGLE Program website for information on the EAGLE Program. In addition, any information required to go through the Government Point of Entry will be published through the FedBizOpps website at www.fedbizopps.gov. Does the Government intend to release a DRFP? Yes. Will EAGLE be a multiple Award IDIQ vehicle? The EAGLE Program requirements are anticipated to be execute through Multiple Award Task Order Contracts.

    56: What is the EAGLE Program ceiling? The Government acquisition team anticipates requesting a ceiling of $50 Billion for the EAGLE Program. What offices are generating requirements and do we have POC's? The EAGLE Program is anticipated to support the following customers: Army Sustainment Command, Installation Management Command, Other Army Commands (e.g. Forces Command and Training and Doctrine Command), and Army Materiel Command Life Cycle Management Commands. How will small businesses be afforded the opportunity to bring vision, innovation and advanced technologies into the domain of Army Logistics? Small Businesses will be permitted the opportunity to respond to the Basic Contract solicitations. Like FIRST, will the EAGLE take up GMASS requirements? The EAGLE Program will support the Armys future maintenance requirements.

    57: Will the EAGLE standardize requirements, will the Task Orders consolidate functions other than those set aside for Small Business? The EAGLE Program will standardize Performance Work Statements for select sub-functions. Individual requiring offices will be given the discretion on how best to execute Task Orders to support their mission. Will the Rock Island Contracting Command be the contracting authority for all Task Orders or will local contracting offices be utilized? It is anticipated that the Rock Island Contracting Command will assist the Army Sustainment Command in managing the EAGLE Program as well as issue some Task Orders. However, it is anticipated that ordering against the EAGLE Program will be decentralized. As part of EAGLE, will there be a track by which higher payoff, unproven automation solutions can be evaluated, tested and transitioned to accelerate the pace of adoption within the contemporary systems modernization and expansion? The EAGLE Program is not intended to support Research and Development requirements.

    58: Will contracts in place now like GMASS or CFT migrate to EAGLE Program once their POP is up? The Government is developing a strategy for when the EAGLE Program will be launched to support Army requirements. Will the solicitation include sample or live tasks for evaluation? The Government contemplates using live Task Orders in the solicitation that would be awarded to fulfill actual requirements. How many basic contracts does the Government contemplate? The Government does not anticipate limiting the number of Basic Contract awards. What will the length of the basic contract be? The Basic Contract is anticipated to have a two-year base with eight one-year options. Will there be a Small Business subcontracting requirement on the basic contract and Task Orders? The EAGLE Program acquisition team is developing Small Businesses utilization provisions

    59: Upon award, when will the Government issue the first task order? The Government anticipates awarding contract minimums with the Basic Contract awards. In addition, the Government anticipates awarding the evaluated task for each suite. Will there be a limit on the number of teammates? The Government is developing provisions for teaming. Will selected Task Areas be small business only task areas? All four functions will be made available to the Small Business Set Aside and Fully & Open pools. The Government has intentionally excluded the Directorate of Logistics missions of Food Service and Laundry as these are currently and primarily fulfilled by Small Businesses. Does the Government still intend to realign the DOL and DOM functions? The Directorate of Logistics split to the Directorate of Material and Directorate of Supply Services is no longer being pursued.

    60: Can the Government provide long-range (1-3 years) visibility on future task orders? The Government contemplates providing planning information as they are able to do so in the dynamic environment. If awards are anticipated to be made under a Small Business Suite, what will be the small business standards applied (size standard, social economic status, etc)? The overall EAGLE Program NAICS code will be 493190, $25.5M in annual receipts. The Government is contemplating using pools with pre-determined criteria, delineated in the solicitation, for requirements to be solicited to each as well as contemplating applying the rule of two at the task order level. The current FIRST IDIQ has 12 Task Areas. Task Areas 2,4,5,6, and 9 are designated as Small Business Set Aside. Is it the intent of the government to keep these Task Areas as Small Business Set Asides? The Field and Installation Readiness Support Team (FIRST) Task Areas are not applicable to the EAGLE Program. All four functions will be made available to the Small and Large Businesses.

    61: The current FIRST IDIQ Task Areas 11 and 12 are set aside for Large Business. Will these Task Areas remain Large Business? The Field and Installation Readiness Support Team (FIRST) Task Areas are not applicable to the EAGLE Program. All four functions will be made available to the Small and Large Businesses. Is the government allowing team members to be on multiple teams at the IDIQ level and at the Task Order level? The Government is developing provisions for teaming. Will like Past Performance from other DOD Services and government agencies be weighed equally as current FIRST Past Performance? The Government is developing its Source Selection criteria. How many Restricted and Unrestricted awards are anticipated? The Government does not anticipate limiting the number of Basic Contract awards.

    62: What is the anticipated target percentage for a Small Business work share? This information is currently not available. What will be the anticipated response time for Task Orders released? The EAGLE Program acquisition team is considering this topic as well as other post-award administration topics. Is there a listing of companies that will be attending? The Government anticipates making the list of Industry Day attendees available after the event, subject to contractor approval. Can somebody please explain why we received this letter? Certified, return receipt requested letters were sent in April to all known contractors currently fulfilling requirements that may be fulfilled under the EAGLE Program in the future. The letters were intended to increase awareness of and participation in the EAGLE Program.
